Joint Program & DCAP Background
In 2015, CHDC expanded our services to help assist low-income families in accessing transportation services through our innovative Driving Clean Assistance Program (DCAP) in partnership with California Air Resources Board (CARB). The program offers financial counseling, down payment assistance, charging solutions, and access to fair lending options across California for income qualified participants to purchase new or used clean vehicles. Our projections show that our organization will serve over 12,000 low-income families within the next 36 months.
General Responsibilities
Under the supervision of the ZAP Manager, the ZAP Lead will support the full project lifecycles of ZAP and any associated service programs, including, but not limited to, the support of program design, implementation, and reporting. The goal is to launch the ZAP program service based on existing research and analysis on electric vehicle (EV) battery pack range, performance metrics, recycling, and replacement with a focus on used vehicles obtained through the Driving Clean Assistance Program and in collaboration with the Foundation of California Community Colleges (FCCC). The service will include the repurposing of (EV) battery packs to maximize their value and develop partnerships with appropriate workforce development partners with the goal of increasing accessibility to clean vehicles for lower-income community members. All members of the DCAP team are expected to participate, and support as needed, outreach events in their local geographic area.
Responsibilities
- Implement updates to the program design based on existing research findings and in partnership with DCAP leaders. Collaborate with external partners to refine, improve, and solidify program design including the California Air Resources Board (CARB) and the Foundation of California Community Colleges (FCCC).
- Review and provide feedback on service policies, procedures, reporting/tracking mechanisms and operations manual to implement the program in partnership with (CARB), (FCCC), and DCAP leaders.
- Assist with tracking service outcomes and iterate as needed to result in a high-quality, impactful service that benefits lower-income California residents.
- Support with relationships relationship management of workforce development partners acrossCalifornia with established feedback loops to ensure program efficiencies.
- Administer program training curriculum, including training learning objectives, content, materials, and methods for evaluation used to support participants & partners involved in the service.
- Provide high quality support to participants going through the application process.
- Coordinate with case managers to ensure applications are processed and meet the program requirements.
- Represent CHDC at relevant conferences and events if needed.
- Periodic travel to different locations in California to support the program (including outreach events) and relationship building with partners, leaders, and residents.
- Ensure any transfer of data protects participants and complies with DCAP’s data security requirements.
- Other duties assigned as needed.
Qualifications
- 3 years' experience in developing operational systems & processes
- 3 years research experience
- 1 year experience with electric vehicles and/or battery storage systems
- Proven track record of building relationships with internal and external stakeholders
- Strong project management experience
- Strong social skills and experience in partnership management and relationship building.
- Strong Microsoft suite experience.
- Possess a high degree of organization, ability to solve problems independently, and work with others in a congenial and collaborative manner.
- Excellent communication skills, both written and oral, including experience with public speaking and facilitating meetings and training.
- Ability to work remotely and a willingness to travel as needed.
- A background clearance is required.
