THE POSITION

As a Human Services Licensing Representative for the Department of Human Services (DHS), you will play a key role in helping to uphold essential regulations that protect personal care home residents. DESCRIPTION OF WORK

This role focuses on inspecting personal care homes, reviewing compliance with state regulations, and supporting safe living conditions for residents. Your work will focus on conducting investigations, reviewing documentation, coordinating relocations when necessary, and preparing detailed reports. As a Human Services Licensing Representative, you will perform the following duties:

  • Facility Inspections: Conduct initial, annual, interim, and complaint inspections to determine regulatory compliance
  • Incident Investigation: Investigate complaints, illegal operations, and resident needs related to daily living assistance
  • Resident Relocation: Assist with moving residents from noncompliant homes, including managing belongings, medications, and records
  • Compliance Monitoring: Review plans of correction, track timelines, and coordinate with agencies to verify compliance
  • Interviewing Duties: Gather information by interviewing residents, staff, families, law enforcement, and medical professionals
  • Report Preparation: Use computer systems to prepare reports, licensing documents, violation notices, and enforcement recommendations

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position requires travel.
  • This position is based in the Northwest Region, which includes the counties of Armstrong, Beaver, Butler, Clarion, Clearfield, Crawford, Elk, Erie, Forest, Indiana, Jefferson, Lawrence, McKean, Mercer, Venango, Warren, and Westmoreland . You will be expected to travel in the field for this position.
  • Home Headquartered: This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania .
  • Salary:In some cases, the starting salary may be non-negotiable.

Required Experience, Training & Eligibility

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience gathering and analyzing information in a social service or law enforcement program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.

Other Requirements:

  • You must reside in or be willing to relocate to the Northwest Region which includes Armstrong, Beaver, Butler, Clarion, Clearfield, Crawford, Elk, Erie, Forest, Indiana, Jefferson, Lawrence, McKean, Mercer, Venango, Warren, and Westmoreland Counties.

  • You must be able to perform essential job functions.
