THE POSITION

DESCRIPTION OF WORK

This position performs professional administrative and analytical work to oversee program operations, monitor service delivery systems, and provide technical assistance. As a County Drug & Alcohol Administrator 1, you will perform the following duties:

  • Service Monitoring: Conduct contract monitoring, fiscal and program reviews, periodic meetings, and on-site record and policy reviews; follow up and provide technical assistance to ensure necessary corrective action is taken when needed
  • Fiscal Administration Support: Help monitor money allocated directly to Beaver County and revenue generated by drug and alcohol programs under contract
  • Contract Processes: Review proposals; work with subcontractors to develop contracts, plans, and reports; allocate funds; conduct negotiations; complete amendments
  • Data Management: Review reports and analyze data to identify trends or patterns; work with fiscal and data entry staff to ensure systems efficiently capture information needed to comply with requirements
  • Public Collaboration: Work with internal staff and specialists; other public, private, or government agencies; and work groups, advisory boards, committees, and associations to support planning, collaboration, and advocacy
  • Staff Oversight: Supervise administrative staff, review employee work, and evaluate performance

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. After successful completion of the probationary period, one or two telework days per week may be possible, depending on office needs. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Beaver Falls. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Required Experience, Training & Eligibility

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals; or
  • A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals; or
  • An Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including two (2) years supervising human service professionals.

  • Hiring preference for this vacancy may be given to candidates who live within Beaver County. If no eligible candidates who live within Beaver County apply for this position, candidates who reside in other counties may be considered.
