Description
The Office of Inspector General (OIG) is the regulatory and licensing agency for all health care, day care, and long-term care facilities and child adoption and child-placing agencies in the Commonwealth. OIG is made up of six Divisions: the Division of Regulated Child Care, the Division of Health Care, the Division of Audits and Investigations, Certificate of Need, the Division of Kentucky Health Information Exchange, and the Division of Telehealth.
These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting, monitoring, licensing and certifying childcare and healthcare facilities and services, conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of investigations for the Cabinet. These Divisions also prevent the proliferation of health care facilities, health services, and major medical equipment that increase the cost of quality health care. OIG manages the Kentucky's Health Information Exchange, which is the technical network that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information so that providers are more quickly informed and have access to a patient's comprehensive health history. OIG is also dedicated to assisting telehealth providers by promoting, advocating, and supporting telehealth adoption across the Commonwealth.
As Human Resource Specialist, you would perform human resources work in classification, payroll and employee benefits. The HR Specialist assists management with advertising vacancies, by initiating and entering personnel actions, maintaining spreadsheets, maintaining organizational charts, assisting with personnel related questions, benefit administration, and career advancement. The HR Specialist also conducts New Employee Orientation, develops and presents training, and serves as the payroll administrator for the Office of Inspector General.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in personnel administration, business administration or management.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary Period

Responsibilities Include But Are Not Limited To The Following
- Assists with personnel actions and follows procedures to post vacant positions. Assist employees with payroll, benefit administration, worker's compensation, FMLA, and onboarding procedures.
- Communicates with the Office of Human Resource Management and OIG Divisions on recruitment needs.
- Develops recruitment brochures, attends job fairs and events with the Cabinet HR Administrator to recruit hard to fill positions within OIG. Works with applicants to get state application completed, checks to assure candidates meet minimum requirements to include education and experience.
- Responsible for conducting new employee orientation and ensuring onboarding paperwork is completed and in employee's personnel file.
- Serves as Payroll Administrator for OIG, develops and trains new staff on payroll functions.
- Responsible for Contract employee requests with Temp Agencies by completing request forms, internal request process, and arranging start dates with employee and Temp Agency. Maintains spreadsheet with contract information, billing information and direct order information. Requests renewals prior to end of fiscal year.
- Interprets personnel laws, regulations, policies and procedures for management, employees, and the public.
- Research digital media sites that assist with hiring and recruitment efforts. Posts job advertisements on hiring sites and to college recruitment sites with the specific needs of the Agency.
- Coordinates ordering of phones, equipment, services and software with the Hiring Managers and COT after personnel action has been approved.
- Responsible for establishing new employees and removing employees who have left OIG in the Actsoft Workforce Manager Application.
- Must have excellent organizational, time management skills and ability to handle multi-tasking of projects.
- Prefer candidate with project coordination skills and the ability to work independently and under tight deadlines.
- Must have excellent communication skills, both written and verbal.
- Must have active listening skills.
- Prefer strong knowledge of the KHRIS system and the state personnel hiring process.
- Prefer candidate with payroll or timekeeping experience.
- Proficient in the use of Microsoft Office productivity tools.
- Prefer candidate with experience with recruitment, retention, and outreach.
- Must have a strong human resource background.
- Prefer candidate with training skills or public speaking skills.
