Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of administrative or management experience.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.

Responsibilities Include But Are Not Limited To
- Coordinate human resources functions and activities for the Department for Behavioral Health, Developmental and Intellectual Disabilities.
- Research and analyze human resources related issues and draft correspondence on behalf of the Department.
- Coordinate department level efforts relating to state and contract personnel actions.
- Liaise with BHDID facilities and contract agency partners.
- Complete reports for Office of Human Resources Management.
- Human resources experience in areas including but not limited to: workforce development, employee relations (grievances, investigations, conflict management, mediation, etc.), compensation, contract staffing, organizational development, employee performance evaluations and employee benefits.
- Strong organizational and time management skills – can organize information systematically; establish priorities and meet deadlines
- Written and oral communication abilities – present ideas in clear, concise and objective manner
- Excellent interpersonal and communication skills, including the ability to collaborate effectively with executive leadership, managers, employees, and external partners.
- Ability to analyze workforce trends, interpret policies and regulations, and implement data-informed human resources strategies.
- Proficiency with Microsoft Office suite products (Word, Excel, Power Point, Outlook)
