CeLeen, an operating firm of Command Holdings, is seeking a Financial Management Analyst as part of the Tier 1 Help Desk in responding to user submitted help desk tickets for the Department of Defense (DoD). The Financial Management Analyst will provide tools to help the client complete mission requirements to efficiently budget, execute, and administer appropriations by fiscal law and will assist with the migration to SABRS and CFMS-C. Additionally, the Financial Management Analyst will support and create automation of financial transactions and processes that meet compliance regarding all segments/business processes to achieve audit readiness/sustainment. The Financial Management Analyst will conduct financial analysis of current and future budgets to provide reports and briefings along with monitoring and reporting of program execution.

Responsibilities May Include But Are Not Limited To
- Assisting with CFMS-C/SABRS functionality and interfaces, table management and financial data elements to identify and resolve within three (3) working days.
- Monitoring open help desk tickets until resolution, providing assistance and recommendations via the portal along with customer email and phone calls.
- Providing support on SABRS table management.
- Monitoring financial management operations via available tools provided by SABRS, SMARTS, CFMS-F and CFMS-C.
- Providing data analysis bi-weekly to ensure labor and non-labor reporting, is maintained, current, accurate and complete.
- Providing executable recommendations monthly on development and implementation of new processes for the transition to eliminate data set inconsistencies/errors.
- Creating, Modifying, and Manipulating CFMS-C and SMARTS canned reports (reporting system pulling from SABRS) to output the Client’s execution data monthly.
- Generating various reports from CFMS-C/SMARTS to create customized reports that will produce increased efficiencies.
- Creating a troubleshooting guide to document ongoing issues and lessons learned and update weekly as new issues arise.
- Updating existing Standard Operating Procedures (SOP) for users and develop new SOP when required.
- Converting manuals and SOP material into a 1-tiered training approach, from basic user functionality to live hands-on training delivered to end users.
- Providing direct support to the Client (both headquarters and subordinate activities) to assist with issue identification, resolution, and issue documentation.
Work Environment
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

- A minimum of 3 years of related DoD Finance experience including direct experience supporting the Navy using Fleet CFMS-C, STARS-FL, SABRS, its Business Intelligence or equivalent.
- Current, active Secret Security Clearance.
- Must have experience in using Fleet CFMS.
- Shall have the ability to produce, analyze and interpret transactional reports including journal entries or other accounting and financial transactions while understanding transactional relationships.
- Working knowledge of United States Standard General Ledger (USSGL), Federal financial statements and budgets, and database analytics and visualization tools.
- Experience developing reporting tools and/or managing data sets with multiple data types for analysis.
- Ability to multi-task in a fast-paced environment in support of client requirements.
- Experience with technical support services such as troubleshooting, documentation development, enterprise-level software implementation, and/or developing professional training/education.
- Experience with data visualization, developing data analysis workflows, and streamlining data set development.
- Must be available to support the client during core Pacific Fleet hours (Hawaii Standard time- HST).
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.

- Bachelor’s in Accounting, finance, information technology or related field or Master’s degree in public policy, finance, business law or related field.
- Experience in using STARS-FL, SABRS, Business Intelligence or equivalent.
- ERP Systems experience.
- Experience with Cognos workspace advanced.
- Exposure to SABRS tables.
- Prior PACFLEET experience.
- Experience in one or more of the following areas: PPBE cycle, budget formulation, execution and/or financial management, particularly in a DoD organization.
- At least one year’s experience with a military department or agency/activity of the Department of Defense.
- Located on West Coast or Hawaii.
