POSITION SUMMARY
This position is responsible for the physical labor, machine operating skills and knowledge of water line service and repair. The purpose of the position is to provide the labor and skills necessary to repair and service water lines. Effective performance on the job facilitates the speed and accuracy of repairs and service. Errors in the job can lead to costly delays in repairs.
The incumbent must follow written/oral instructions and department guidelines. State Department of Transportation guidelines must also be followed when working on or near State roads. Guidelines are clear and specific and do not require interpretation.
The position typically requires standing, walking, bending, stooping, and crouching. The position also requires the frequent lifting of light (less than 25 pounds) and heavy (more than 25 pounds) objects.
Work is performed outdoors. The work exposes the incumbent to noise, dust, dirt, grease, machinery, cold and inclement weather, and possibly infectious diseases. The job requires the use of safety devices such as masks, goggles, gloves, etc.
The incumbent must have the ability to operate equipment but not limited to: Combination Vehicles greater than or equal to 26,001lbs, excavators, and hydro-excavation units. Perform routine preventive maintenance on equipment, and utilize specialty tools used by the department.
High school diploma or GED required.
Possession of or ability to readily obtain a Class A Georgia Commercial Georgia Driver’s License (CDL) with Tanker Endorsement within 6 months of start date or promotion date to remain in position.
Incumbent must also be certified in the following: Level 1A Soil and Erosion, Forklift Operation, Trench and Excavation Safety, NSC Defensive Driving, NSC Flagger, Confined Space Safety, Disinfection Methods for Water and Wastewater, Valves and Hydrants, Water Main Pipe and System Design in Water Distribution. Promotion or advancement into this position requires Managerial Approval.
PRINCIPAL ACCOUNTABILITIES
- Operates Combination Vehicles greater than or equal to 26,001lbs, excavators, hydro-excavators and other machinery used to expedite the repairs and maintenance of water system.
- Performs maintenance on equipment including greasing, checking and maintaining fluid levels, air, etc.
- Performs work on water system to include, water main repair, service line replacement, hydrant repair/replace, valve repair/replace, etc.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of county policies and procedures.
- Knowledge of the water system.
- Skill in interpreting plans and as-builts.
- Skill in operating combination vehicles greater than or equal to 26,001 lbs.
- Skill in operating heavy equipment such as excavator, hydro-excavation unit, etc.
- Skill in dealing with the public.
DESIRABLE TRAINING AND EXPERIENCE
Ability to read, write and perform basic mathematical calculations at a level commonly associated with the completion of high school or equivalent. Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship of having a similar position for one to two years. Possession of or ability to readily obtain a valid commercial driver's license issued by the State of Georgia for the class of vehicle or equipment operated.
A combination of education and/or work experience may be substituted for minimum requirements.
