Columbia Basin College ("CBC" or "the College") seeks a Human Resource Consultant 2 (HRC2) to provide professional level support in the coordination and delivery of college wide employee training, supervisor and leadership development programs, and onboarding activities. This position independently manages logistics, communication, compliance tracking, and daily operations of the employee training function while providing consistent consultation to supervisors, employees, and campus. The HRC2 supports the Human Resource Consultant 3 (HRC3) in delivering the New Employee Orientation Week and assists with maintaining accurate learning records and training content across institutional systems. This position also provides administrative and project support to the Director for Talent Recruitment & Retention and HR recruitment team leads to enhance department efficiency and service delivery. This position reports to the Director for Talent Recruitment and Retention.

  • Coordinate the daily operations of college wide employee training programs, including scheduling, communication, logistics and resource preparation;
  • Manage tracking and compliance for required trainings, running reports, monitoring completion and following up with supervisors and employees;
  • Coordinate the Hawk Management Academy, preparing materials, managing attendance and ensuring smooth delivery of each session;
  • Support the college’s leadership development program, managing logistics, communication and session resources;
  • Assist the HRC3 in delivering New Employee Orientation Week, including preparing agendas, coordinating presenters, scheduling sessions and supporting new hires throughout their onboarding process;
  • Maintain the Learning Management Systems (LMS) by updating course information, tracking participation data and identifying or resolving discrepancies within established procedures;
  • Assist with the administrative support to the Tenure Review Oversight Committee (TROC) and the Promotion Advisory Committee (PAC);
  • Provide guidance and professional level consultation to employees, supervisors and campus partners regarding required training, onboarding expectations, HR policies and system navigation;
  • Prepare training and onboarding communications, including reminders, instructions, resources and follow-up documentation;
  • Compile and summarize evaluation data and feedback from training programs and onboarding activities, preparing reports or recommendations for the HRC3 or Director;
  • Provide administrative and project support to the Director and HR team leads, completing tasks that enhance department operations and reduce administrative workload; and
  • Perform other related duties as assigned.
  • Bachelor’s degree from an institutionally accredited college or university; and
  • One (1) or more years of relevant experience in Human Resources; 

OR

  • Equivalent combination of education and experience to demonstrate the ability to perform the essential functions & responsibilities/skills & abilities for this position.


Preferred Qualifications:

  • Experience being involved in implementing training and professional development programs;
  • Experience supporting large-scale professional development initiatives and change management efforts; and
  • Experience in higher education and/or public sector human resources.

This position is a full-time, overtime eligible classified staff position. The typical work hours are Monday through Thursday, from 7:00 a.m. to 4:30 p.m. and Friday, from 7:00 a.m. to 12:00 p.m.; however, must be available to work a flexible schedule when prior notice is given by the College.  This position is available immediately.

Physical Requirements

While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility including having the ability to move materials on a regular basis such as files, books, office equipment, etc. and travel between buildings on campus. Manual dexterity and coordination are required to operate equipment such as computer keyboard, calculator, and standard office equipment.

Usual office working conditions. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises.
