Development Project Manager 

We live in a city that continues to grow and with that, projects are initiated and completed on a continual basis throughout our community.  For these endeavors, we utilize development project managers for coordination.  

At Colorado Springs Utilities, the Development Project Management (DPM) series is distinguished by its focus on supporting the community through the Utilities’ development lifecycle. The DPM series serves as the primary liaison between the organization and the development community. This role centers on customer service, as the central point of contact for internal coordination and communication related to customer-driven development projects.

The successful candidate would be responsible for coordinating and providing technical support to the building and development community for small annexations, rapid response projects, and other development activities of moderate complexity. The Development Project Manager I/II applies developing proficiency and working knowledge of line extension and service standards for all four utility services, City land use and development processes, municipal governance procedures, and project management principles to support development needs and assist customers through the development life cycle. This role contributes to the successful planning and expansion of integrated utility systems across all four service lines.

This position will be hired at a Development Project Manager I or II dependent on the skillsets of the individual at the time of hire, e.g., experience, education, and training.  Salary will be commensurate with the level of the person hired; a DPM I or a DPM II.   

This position will be tasked with serving our development customers primarily through one or more of these six development processes:

  • Rapid Response/Primary Employer/Economic development Projects
  • Major Development
  • Multiple Developers/Regional Developments
  • Redevelopment
  • Special Issues (environmental, endangered species, etc.)
  • Assist with Annexations
     

Key Focus of the Development Project Manager will be:

  • Act as a primary point of contact with customers for assigned small development and annexation projects by responding to inquiries and communicating project information clearly and professionally
  • Support customers as the central point for internal coordination by gathering information, routing questions, and ensuring that updates are provided to appropriate internal teams
  • Advise customers, internal staff, and external partners on City land use processes, municipal governance procedures, and utility development requirements throughout the development lifecycle
  • Identify project issues involving multiple utility services, recommends solutions, and escalates more complex matters to senior staff or leadership as needed
  • Support the planning and expansion of integrated utility systems by reviewing project impacts and confirming that service availability and infrastructure needs are addressed
  • Monitor project timelines, budgets, deliverables, and documentation using established project management methods and prepares routine project reports and updates
  • Produce supporting materials for Utilities presentations to the City Planning Commission, Utilities Board, and City Council, under the direction of senior staff


Who You Are: The complexity of issues and opportunities that arise during development requires a multi-service skilled individual with excellent problem-solving skills, and the ability to facilitate complex solutions and to build relationships. Responsibilities, skills, knowledge, competencies, and relevant background of a Development Projects Manager are essential attributes. Additionally, most applicants will have a Bachelor’s degree in Project Management, Construction Management, Engineering, Business, or a closely related field and 2 or more years of progressively responsible experience in utility development projects. Possession of or progress toward a Project Management Professional (PMP) certification is highly preferred.

A valid, unrestricted driver's license is required for this role.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
-  Exerting up to 10 pounds of force occasionally (1/3 of the time), and/or a negligible amount of force frequently (1/3 to 2/3 of the time) to lift, carry, push, or pull objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary only if walking and standing are required only occasionally and all other criteria are met.
-   Positions in this class typically require talking, hearing, seeing and repetitive motions within an office working environment.
