About the Work Unit
The Region 1 Transportation Planning and Program Management Oversight Unit is responsible for supporting two distinct programs 1. The Planning Unit plans, develops and tracks a comprehensive pipeline of short term and long-term projects with multimodal-transit and rail, bike/pedestrian, and roadway transportation needs for the region and ensures the Statewide Transportation Improvement Plans and Regional Transportation Plans comply with state and federal requirements; 2. Program Management Oversight for transportation projects in the region.

About the position
The Region 1 Innovative Multimodal Liaison will be responsible regarding matters of policy, design, planning, and education related to transit, bicycle and pedestrian issues and other micro mobility uses (e.g., scooters etc.).  This position will actively promote CDOT integration of transit (micro transit, bus rapid transit, etc.),  bicycle and pedestrian facilities by participating in NEPA studies, local and regional plans; ensure region projects consider modal choice and improve and enhance the multimodal transportation environment for people of all ages and abilities.  This position is responsible for regional compliance as directed by the CDOT Multimodal Policy and Procedural Directive 1602.1.

Major duties and responsibilities include, but are not limited to:

  • Review, comment, and/or assist in the development of Multimodal Studies, construction plan development; by participating in scoping, FIR and FOR meetings associated with projects;
  • Support the planning and funding phases of projects as it relates to transit, bike and pedestrian elements;
  • Provide information to internal and external audiences related to transit, biking and walking (by relaying known or proposed multimodal connection opportunities);
  • Recognize limitations and make recommendations that best fits the situation given funding constraints or schedule constraints and will positively impact the agency by documenting compliance with CDOT Multimodal Policy 1602;
  • Work with appropriate HQ offices (Division of Transit and Rail and Division of Transportation Development) to assist in reviewing, updating and creating internal policy and procedural directives associated with non-motorized transportation, etc.;
  • Follow and develop standards and procedures for how the region will integrate multimodal bicycle/pedestrian and transit connections into the base CY projects and 10-year strategic pipeline of projects; 
  • Catalog, track and document available sources of unfunded multimodal project needs data or areas surrounding the metro area needing multimodal improvements with (map data, plan data, study information or route data) to be considered/incorporated at project scoping;
  • Knowledgeable in the regions forecasted and funded asset management projects over the next several years (to be re-occurring evaluations every 2-3 years);
  • Coordinate with other internal staff to bring forward multimodal opportunities with bicycle and pedestrian safety focus and identify best practices for the region’s program/project delivery teams;
  • Participate with local agencies and stakeholders such as the Denver Regional Council of Governments (DRCOG), Bicycle Colorado, Adventure Cycling, DTR, etc. to collect funded and un-funded regional multimodal visions and needs;
  • Work with (DRCOG), Transportation Management Agencies and local agencies on development of TDM plans/ strategies on state highways.   Review Traffic Impact Studies, NEPA and other planning documents to ensure appropriate inclusion of TDM strategies;
  • Work with the Division of Transit & Rail to oversee management of Transit projects within Region 1. The work requires effective communication with local agencies and CDOT personnel (DTR, Staff Bridge, Region Survey, Environmental, Right-of-Way, Hydraulic, Traffic, Utilities, Materials, and Maintenance) to exchange information, and request recommendations and clarifications regarding project development and design; 
  • Support the region’s BRT program team on identifying and planning for multimodal connectivity to the corridors through CDOT and local studies;
  • Other job duties as assigned.

 Work Environment: 

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, minimum 2 days in the office with flexible work arrangements available
  • Travel to and from meetings mostly within CDOT R1 including; DRCOG, CDOT HQ, R1 program offices
  • Must drive CDOT vehicles
