Description Of Job

The Colorado Department of Revenue (CDOR) Taxation Division is seeking a detail-oriented and customer-focused professional for the role of Tax Examiner I within the Income Tax Section. The work unit exists to process income and severance tax returns, as well as property tax credit (PTC) applications, by applying business rules to review returns and applications.

As an Individual Contributor, you will be responsible for analyzing tax returns and supporting documentation for accounts that the system has identified as needing further review. You will utilize statutes, regulations, policies, and procedures to correct errors, adjust returns, and compare taxpayer data with third-party data. Management and the public will rely on you to resolve disputes resulting from tax delinquencies or reduced refunds, which may include the waiver or adjustment of tax, penalties, and interest.

What You'll Do

  • Analyze tax returns, adjustments, assessments, and PTC applications for validity by applying Colorado statutes, Department of Revenue regulations, guidance publications, and unit procedures.
  • Promote voluntary compliance by answering difficult and ambiguous tax inquiries, translating complex tax laws and industry terms into information easily understood by the average taxpayer.
  • De-escalate tensions with difficult or frustrated customers by determining the root cause of their concern, maintaining professional composure, and offering viable alternatives and education.
  • Review accounts and update the system of record to post payments, clear balances, address protests, initiate refunds, and waive or adjust penalties and interest.
  • Evaluate taxpayer-submitted documentation to identify necessary information, filtering out missing or unnecessary data to efficiently resolve specific taxpayer issues and claims.
  • Draft, determine the appropriate template for, and issue specialized correspondence to effectively communicate results, adjustments, or delinquencies to taxpayers.
  • Complete research for identified account issues, make required corrections, and ensure taxpayer account statuses and metrics are accurate and up to date .

Tax Examiner I - H8N1XX

Experience

MINIMUM QUALIFICATIONS:

Two (2) years of experience in bookkeeping, technical accounting, tax administration, business, economics, finance, or closely related field as determined by the Department.

AND

High school diploma or General Education Diploma (GED)

OR

Education And Experience

A combination of related education and/or relevant experience in an occupation related to bookkeeping, technical accounting, tax administration, business, economics, finance, or closely related field equal to two (2) years.

Preferred Qualifications

The preferred candidate will possess the following:

  • Knowledge working with GenTax
  • Possess income tax knowledge (both state and federal)
  • Strong analytical and problem solving skills
  • Strong communication (both oral and written, and interpersonal skills)
  • Proven ability to interpret and translate complex rules, statutes, policies, or procedures for the general public.
  • Strong attention to detail with the ability to identify missing information or filter out unnecessary data from large document submissions.
  • Experience independently researching issues and referencing policy to make accurate determinations on accounts or applications.
  • Experience drafting professional, clear correspondence or decision letters to customers or stakeholders.

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who

  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle

This form must be completed and delivered to the State Personnel Board by email at dpa_state.personnelboard@state.co.us within ten (10) calendar days from your receipt of notice or acknowledgement of the Department’s action.
