Description Of Job

Auto Industry Division:

The Motor Vehicle Board is the state licensing authority over dealers, wholesale dealers and salespersons. The Executive Director for the Department of Revenue is the state licensing authority over manufacturers.

What We Do

  • Processing license applications and collecting fees.
  • Conducting background investigations of applicants.
  • Criminal and administrative investigations of a license that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
  • Conducting criminal investigations into unlicensed and criminal activities. Each year the Division receives 1,200-1,500 consumer complaints directly related to law violations or regulations.
  • Conducting compliance investigations.
  • Providing educational services to licensees and the public.

A typical day of a Criminal Investigator III: As a certified Peace Office, (P.O.S.T.), this position is charged with ensuring that all licensees comply with Title 44, Article 20, parts 1 & 4 of the Colorado Revised Statutes and the related promulgated rules of the Colorado Motor Vehicle Dealer Board in addition to various federal laws and regulations. Additionally, this Criminal Investigator position conducts investigations of auto industry related laws and regulations. As such, this investigator conducts complex investigations that require the handling and analysis of financial records and document-heavy cases. This position is also tasked with providing information and training, education and outreach to stakeholders (Licensees, The Public at Large, Law Enforcement Agencies, and other Governmental Agencies).

Primary Duties

Criminal Investigation

  • Plan and conduct complex investigations of criminal activity pertaining to the industry.
  • Initiate appropriate action based upon criminal investigations.
  • Conduct interrogations in response to active criminal investigations.

Statutory Enforcement

  • Execute approved avenue(s) for prosecution and/or adjudication. Investigate matters by utilizing their subject matter expertise in the area of complex criminal investigations.
  • Execute appropriate disciplinary action as approved by appropriate authority.
  • Responds to complaints, issues criminal summonses, conducts interviews of victims and witnesses, and interrogates suspects.
  • Prepares case files and testifies in criminal court, civil hearings, and administrative actions including those before the appropriate authority.

Regulatory Compliance

  • Determine compliance with applicable law and regulations based upon analysis.
  • Participates in comprehensive compliance inspections to ensure that licensees, premises, and records are within approved guidelines and licensees are in compliance with appropriate Laws and Regulations necessary to ensure the integrity of the industry.
  • Initiates appropriate disciplinary action for presentation to the appropriate Licensing Authority.

Administrative

  • Prepare comprehensive detailed investigative reports and case files for court use or testimony. This position plans, coordinates and conducts complex investigations involving multi-jurisdictional and multi-national entities.
  • Collect and preserve physical and documentary evidence.
  • Conducts pre-employment investigations on applicants seeking employment with the Division.

Experience Only

MINIMUM QUALIFICATIONS:

Six (6) years of relevant investigative experience conducting criminal and/or regulatory investigations.

AND

Must possess a valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of applying.

OR

Education And Experience

A combination of related education in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology , formalized apprenticeship program, certification, and/or relevant experience in e xperience conducting criminal and/or regulatory investigations equal to six (6) years.

  • A b achelor's degree from an accredited institution in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department (may be used for up to 4 years of experience).

AND

Must possess a valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of applying.

Necessary Qualifications

  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Auto Industry Division.
  • Must possess and maintain a valid Driver’s License (at the time of application).
  • Applicants must successfully pass a Physical/Psychological Evaluation prior to being appointed to a position in the Auto Industry Division.
  • Must be willing to work nights, rotating shifts, weekends with on-call status, holidays, and be able to do extended travel.
  • Applicants must be willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds.
  • Must be able to qualify and maintain qualification with a firearm.
  • Must be able to certify and maintain certification in arrest control techniques.
  • Applicants must be currently certified as a Peace Officer in the State of Colorado. A copy of your Colorado Peace Officer Standards & Training (POST) certification must be submitted at the time of application.
  • Travel Required (in-state) for field contacts.

Preferred Qualifications

The ideal candidate will possess the following skills:

  • Knowledge of Colorado rules and regulations related to Auto Industry Division.
  • Outstanding candidates will have recent experience with: investigations, interpreting and applying statutes and researching databases.
  • Additional years of experience in professional investigative and/or compliance experience in a regulatory environment.
  • Excellent communication and interpersonal skills.
  • Proven ability to work independently and accept supervision.
  • Proven success organizing and tracking workload.
  • The preferred candidate will be currently employed as a detective or criminal investigator and possess patrol/police officer experience.
  • Proficiency in the Microsoft Office Suite.
  • Proficiency in Google Suite.
  • Excellent oral and written communication along with excellent interpersonal skills.

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

Pursuant to the Universal Driving Standards Policy , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who

  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
