COLLIN COUNTY DEMOCRATIC PRIMARY ELECTION ADMINISTRATORJOB DESCRIPTION

Position: Primary Election Administrator Location: Party Headquarters in Collin County
Salary Range: To be determined by Texas Secretary of State’s office
This position is Exempt Status

Term

From November 1, 2025, to March 31, 2026, if there is no runoff, or June 30, 2026, if there is.

Dates are subject to change if the courts change the primary date due to redistricting.

SUMMARY

This position is responsible for the planning, preparation and conduct of the 2026 Collin County Democratic Primary Election. Other responsibilities include ensuring election is conducted in compliance with state and federal laws. The work schedule hours are varied and dependent upon the needs of the election.

REPORTING TO

The general supervision of the County Chair and Primary Committee.

LEADERSHIP ROLES

This position will supervise other paid Primary Election Staff as well as volunteers supporting the Primary Election. Provides oversight of the activities of Election Judges and their Election Day staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Serves as Primary Election Administrator.
  • Interprets and applies the provisions of the Texas Election Code to the county voting process.
  • Recruits and trains presiding and alternate judges and clerks for all Election Day positions.
  • Remains abreast of changes in the Texas Election Code and other legislation that pertains to elections and communicates pertinent information to subordinate personnel.
  • Plans and develops budget for the Primary Election and ensures all expenditures are within allocated budget amounts.
  • Coordinates with the Collin County Elections Administrator about any contracted services as well as whenever coordination is appropriate or necessary.
  • Responsible for publication and posting of required notices.
  • Is responsible for the acceptance, recording, and required retention of Campaign Treasurer Appointments, Candidate/Officeholder Contribution and Expenditure reports, and any other required reports.
  • Reviews and verifies election results before submitting them to the appropriate authorities for certification.
  • Required travel to participate in election conferences and training in Austin on Sept 26 (expenses will be reimbursed)

ACCOUNTABILITY

The person holding this position is accountable to the CCDP Primary Committee, which includes the County Chair as Committee Chair. Reports of accomplishments, plans and unresolved issues will be provided to the Primary Committee via weekly reporting and via email for critical issues that must be resolved immediately.

QUALIFICATIONS

The basic qualifications for this office are:

High school diploma or equivalent

Must be a qualified voter of the State of Texas

May not be a candidate for public office or an office of a political party, hold a public office, or hold an office of or position in a political party pursuant to the Election Code.

Proficiency in Excel and/or Google Sheets.

Excellent communications skills verbal and written.

The preferred qualifications for this office are:

Prior experience as Primary Administrator or Assistant Primary Administrator, as described in the Essential Duties

Associate, bachelor’s, or master’s degree

Experience in a management position involving public contact, preferably in an election’s office.

Qualification as Notary Public is desirable.

A combination of experience and education for qualifications will be considered. As an example: experience as an Election Presiding Judge, Alternate Judge, Ballot Board, or Election Clerk may be used as direct experience. Document all qualifications and experiences in the application you want considered.
