Performs as the top-level management position for one of several regions of the Parks and Recreation Division; administers, manages and assesses facilities such as community parks/centers, community pools/aquatic facilities, fitness centers, beaches, athletic fields, neighborhood parks, green space and trails.

Essential Functions

  • Supervises recreation staff in planning and implementing recreation programming at assigned County community centers and recreation.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Manages recreation programs, services, events, and special projects: monitors the development, implementation, and evaluation of new and ongoing programming to ensure a well-balanced slate of programs based upon community needs analyses; offers programs which may include historical/cultural exhibits, art shows, concerts, lectures, interpretive/environmental, educational and community-based events; ensures that records are maintained on activities, services and personnel in order to monitor and adjust recreation programs; oversees program/service evaluation process: including the accurate collection of data through surveys, questionnaires, interviews; useful analysis of data; develops and implements recommendations; and communicates findings in reports, memoranda, and other documents.
  • Monitors park facilities to ensure that they are well-kept; completes regular facility inspections; reviews staff inspections; works with the Facilities Management Division and Park Maintenance staff to ensure that work orders are submitted timely; regularly reviews work orders and reports delays; monitors park safety at assigned park facilities; works with Risk Management to identify and mitigate safety concerns; develops and implements proactive actions may include patrolling parks, developing a park presence, educating park users on rules of the park, and with special training, writing citations.
  • Monitor large capital project repairs and replacements; manages smaller capital project repairs and replacements; documents project progress.
  • Develops a customer-centered environment through data-based improvement plans; recommends revised practices and procedures to enhance customer service; and ensures that best management practices are followed; research, respond to and resolve difficult citizen/user complaints related to parks and recreation programs that are escalated to this classification's level; debriefs with staff to determine any future actions necessary to avoid repetition of the problem; escalates complaints to next level of management if necessary.
  • Allocates funding sources; monitors and manages expenditures and revenue sources; monitors daily cash reports and recreation program fees.
  • Prepares short- and long-range recreation planning documents for the Recreation section of the Division including research, data collection, data analysis, recommendations, and report production; assists Division planning on projects such as CAPRA Accreditation, recreation plans, needs assessments, master plan and other comparable initiatives; manages recreation data to assist with section planning; develops program proposals.
  • Manages internal control processes to ensure compliance with all practices, procedures, policies, ordinances, statutes, and federal laws: procures items and services; collects and reports fees and charges; monitors and documents inventory; reviews and approves works schedules, payroll, leave, and other timekeeping documents; ensures that staff is well trained by providing training opportunities and monitoring completion of required training; monitors implementation of safety and security practices, procedures, and plans; ensures that reporting and documentation is completed; assists in the development and implementation of standard operating procedures, practices and procedures, and other manuals and guidelines. Interprets, implements and applies County and division policies for staff and the public; interprets all applicable laws, rules and regulations; issues written communications material in order to communicate Division policies and procedures and to ensure adherence to them.
  • Prepares, organizes, implements and administers the yearly division revenue/expenditure budget requests including the operating capital budget; may recommend capital improvement projects; monitor personnel and operating budgets; approves expenses for assigned region; and prepares cost estimates for budget preparation; enters data into budget software in accordance with the approved budget directions.
  • Communicates using a variety of modalities with internal and external groups and individuals: Assistant Director, Director, County officials, employees, other Divisions, other jurisdictions, stakeholders, community organizations, the public, volunteers, contractors, vendors, and others as needed to plan and execute work activities, review status of work, exchange information, or resolve problems; conducts staff meetings with Division supervisors; attends Recreation Leadership, Recreation section, and other Division meetings.
  • Meets with the community to promote the Division and to assess the needs of the community for parks and recreation programs; conducts participant’s surveys, reviews the current offerings and reviews the state-of-the-are of the industry to determine community recreation needs and to evaluate the adequacy of present services.
  • Participates and contributes at Recreation, Division and Department levels through a variety of efforts which may include chairing recreation committees, participation in Division committees, participation in developing and implementing initiatives, public speaking, presentations, liaison to outside organization, and Department or County committees, project teams, or work groups.

ADDITIONAL FUNCTIONS

  • Attends meetings of facility specific advisory boards and the Parks and Recreation Advisory Board; makes presentations as appropriate.
  • Assists with special events.
  • May be assigned a leadership role during hurricanes and other disasters.
  • Performs other related duties as required.

Minimum Qualifications

  • Bachelor’s degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.

LICENSES/CERTIFICATES

  • Certified Parks and Recreation Professional (CPRP) is preferred.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
