Essential Functions
General Management and Administrative Responsibilities
- Supervises, directs, and evaluates assigned staff; addresses employee concerns, assigns work, provides counseling and discipline when necessary, and completes employee performance evaluations.
- Coordinates daily work activities, including organizing, prioritizing, and assigning tasks; monitors work progress and inspects completed work to ensure quality and compliance.
- Provides technical guidance to staff and assists with complex or unusual operational issues.
- Coordinates staff training and professional development and monitors required certifications and licenses to ensure regulatory compliance.
- Ensures compliance with all applicable codes, laws, regulations, standards, policies, and procedures, including workplace safety requirements.
- Monitors work environments and the use of safety equipment to ensure the safety of employees and the public; initiates corrective actions when necessary.
- Consults with the Division Director, regulatory agencies, and other officials to review operations, resolve issues, and provide recommendations.
- Assists in the development and implementation of short- and long-term departmental goals, objectives, and strategic plans.
- Responds to emergency situations and assists in the development and implementation of disaster preparedness and response plans.
Water Distribution Operations
- Plans, manages, and oversees water distribution operations across the County, including remote facilities and extensive pipeline infrastructure.
- Conducts field inspections to ensure proper system operation and compliance with regulatory standards.
- Manages on-site response during major system failures and troubleshoots operational issues to develop effective solutions.
- Provides technical information to developers and engineers regarding new system connections and evaluates requests for deviations from County ordinances.
- Oversees the water system components of major roadway and infrastructure projects affecting the distribution system.
- Manages the County’s cross-connection control program, including retrofitting service connections with backflow prevention devices.
- Coordinates with the water laboratory to conduct required regulatory testing following plant shutdowns and for new water line installations and special system projects.
- Monitors inventory levels of equipment, chemicals, and supplies; ensures availability of materials required for operations and prepares or reviews equipment and chemical specifications.
Financial and Budget Responsibilities
- Develops and administers the department’s operating and maintenance budget, including personnel services and capital improvement projects.
- Monitors expenditures to ensure compliance with approved budgets and financial policies.
- Reviews and approves purchase requisitions and invoices.
- Coordinates with the Utilities Finance Division to ensure accurate billing and collection of fees for services provided by the section.
- Bachelor's degree required.
- Five (5) years of related experience.
- Candidates without a degree should possess four (4) additional years of related experience.
- Fingerprinting required.
- Must possess and maintain a valid Class 1 Water Distribution Systems Operator License issued by the State of Florida.
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
