Position Overview:

This is a skilled software developer position requiring the ability to analyze, develop and maintain both new and existing applications to solve identified business needs.

Essential Job Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Develop and maintain data solutions using established tools that are consistent established goals and industry standards.  Solutions such as but are not limited to: Reports, Forms, Workflow, Web Services, and small interactive user interfaces.
  • Test, debug and implements software solutions as directed.
  • Document data solutions and participate in installation and training of agency personnel as required to facilitate the smooth implementation of the data solution.
  • Perform required modifications to data applications to meet changing business needs or as directed by law.
  • Successfully work with non-technical personnel to facilitate the project life cycle including such tasks as: researching business rules, training, problem resolution, etc.
  • Assist systems and technology personnel in the diagnoses of reported issues.
  • Coordinate work and problem resolution with outside vendors as required.
  • Work with management to develop alternative operating procedures as part of the established, agency emergency plans.
  • Prepares comprehensive diagrams of proposed solutions. 
  • Ensures programs are current and reflect the requirement of the users and applicable laws of Florida.
  • Other duties as assigned.

Job Requirements:

Education and Experience:

  • Bachelor’s degree from an accredited college or university in technology related field or related field and experience in the analysis and development of data storage/access solutions, and specific experience with tools such as SQL, VB, .NET, Workflow Foundation, C#, and Adobe Forms preferred. Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for the education and experience requirement.  

Knowledge, Abilities and Skills:

  • Ability to develop systems using the Microsoft .NET framework; VB.NET,C # , ASP .NET and ADO .NET.
  • Working knowledge of programming languages (i.e. C#, VB). 
  • Working knowledge of XML, web services technologies (WSDL, UDDI, SOAP, etc.).
  • Working knowledge of TSQL.
  • Working knowledge of development and use of web services within .NET.
  • Working knowledge of IIS server configuration and deployment of web services.
  • Working knowledge of reporting services (SSRS, Crystal Reports, etc.).
  • Ability to apply cognitive analysis skills to complex problems 
  • Ability to learn and apply new technologies and industry standards
  • Ability to communicate in a concise, professional, and understandable manner
  • Ability to establish and maintain effective working relationships
  • Ability to visualize the flow of data through the system and deal with abstractions in order to develop a sequence of operations. 
  • Ability to maintain detailed documentation. 
  • Ability to understand and follow complex oral and written instructions. 
  • Ability to establish and maintain effective working relationship with fellow employees, constitutionals and the public.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

A Public record includes information that is recorded and stored by a government agency, which a member of the public has a right to access and review. Records can be in tangible forms, such as paper, photographs, and maps, or stored on electronic media, such as CDs, DVDs, and computer databases. On occasion, your picture may be taken and used in agency publications, or your records may be requested for review. All government records are public unless you are, or the record is exempt by Florida Statute Chapter 119.0713.

ADA Compliance:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but may involve some lifting, carrying, pushing and/or pulling of objects and materials of lightweight (5-10 pounds). Tasks may involve extended periods at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
