Summary
The State of Michigan is seeking a senior-level Programmer Analyst to provide maintenance, enhancement, and support for VERA and other critical MDHHS vital records applications. VERA is a Tier 1 system supporting statewide birth, death, marriage, divorce, and paternity records. This role serves as a technical and functional lead, supporting complex systems, guiding business analysts, and ensuring compliance, data integrity, and security.
Responsibilities
Perform business analysis and develop high-level and detailed functional requirements
Execute full SDLC activities including requirements gathering, design, testing, and implementation
Develop functional design documents, user stories, and task breakdowns for Agile projects
Lead and support Agile development efforts, including test-driven development
Design, develop, and execute test plans, test cases, UAT, and post-implementation testing
Track defects, differentiate between defects and enhancements, and support RFC implementation
Develop training materials, user manuals, and system documentation
Support application monitoring and resolve user issues
Assist with enterprise architecture, hosting documentation, firewall rules, and change control documentation
Ensure solutions comply with State of Michigan standards and HIPAA requirements
Qualifications
8 years of business analysis experience supporting complex systems
8 years of developing functional requirements for development projects
8 years of developing and executing test plans and test cases
5 years working in Agile environments (including test-driven development)
Extensive experience creating and maintaining system documentation and training materials
Experience using Azure DevOps or similar requirements/test case tracking tools
Experience working with HIPAA-regulated data
Additional Requirements
Local candidates only (within 90 minutes of Lansing, MI at time of submission)
Hybrid schedule required; no remote-only option
Candidates must attend onsite interviews in Lansing, MI

Codeworks, LLC discloses that the anticipated hourly pay range for this position is between $40 and $90. This range is subject to change based on job-related factors, including client requirements where applicable.
