Position Information
This position oversees the registration division, and it manages voter registration list accuracy, redistricting and street file maintenance, and e-poll books.
Essential Functions
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to Director; and assists with the revision of procedure manuals as appropriate.
Maintains training and procedure manuals: and develops, updates, and revises manuals for all procedures involving voter registration and election functions.
Interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures: initiates any actions necessary to correct deviations or violations; maintains a comprehensive, current knowledge of applicable laws/regulations and pending legislation that may impact department operations; and maintains an awareness of new products, methods, trends and advances in the profession.
Assists in developing and implementing department budget: reviews budgetary needs and makes recommendations to the director; monitors expenditures against approved budget prepares the annual budget for division, including projecting labor force, equipment, materials, and supplies required for projected elections.
Oversees voter registration division; supervises personnel to ensure that all elections are conducted in accordance with state and federal laws and regulations; maintains accurate voter lists; programs and deploys e-poll books; works with the absentee division and County Information Technology staff to ensure technology capabilities; recommends changes in procedures to resolve issues and improve processes; investigates provisional voters; assists with election audit and preparation of precinct statistics; monitors election tasks lists and election software programming; and works with the Absentee Department to oversee the Election Management System (EMS) and Election Night Reporting.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Public Administration, or related field required; supplemented by five years of progressively responsible experience managing elections and voter registration including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses and Certifications
Must possess and maintain a valid Driver's License; must be able to obtain and maintain Election Official and Voter Registrar certification from Georgia Secretary of State.
Physical Abilities
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station
Sensory Requirements
Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
