Position Summary and objective
The Chief Workforce Officer (CWO) reports directly to the CEO (in collaboration with the Executive Team and the Board of Directors and will work together to advance the training goals and initiatives for the Workforce Development team and the organization. The CWO will assist in planning, coordinating, and implementing both internal and external workforce initiatives of Coalfield below:
- PATH (Professional Accelerated Training & Hiring)
- WRAPS (Workforce Readiness and Professional Success)
- 33-6-3 Crewmember program
- Solutionist Program
- WRAPS Replication model
- EEN (Empowered Employer Network)
- And all general workforce needs of Coalfield staff and/or partners
The Chief Workforce Officer will orchestrate day-to-day programming for Coalfield Development while also exploring new opportunities, partnerships, and initiatives pertaining to workforce development. The Chief Workforce Officer will also be responsible for ensuring that the Workforce Development team’s commitments across the organization met the needs of the organization, our communities, and are quality and transformative experiences for participants. This position will seamlessly braid with all of Coalfield’s teams to ensure that workforce development outcomes are deployed in a meaningful, tangible, and effective manner.
Essential Functions

The CWO shall energetically engage the following tasks including, but not limited to:
- Harmonize workforce training commitments with the rest of the broader organization’s goals and functions
- Orchestrate with internal teams at Coalfield to implement the training needs/goals of the organization
- Supervise the Workforce Development team to plan and implement trainings in southern West Virginia and surrounding states
- This at times should include being physically present to support and/or lead trainings
- Attend Exec and Core Capability meeting, as well as other meetings with a variety of stakeholders pertaining to training needs
- Attend external community organizations or publicly organized meetings as needed
- Engage with members of Coalfield’s Employer Network to support their training needs, as well as connect with program graduates to support job placement and achieve grant outcomes
- Support the development, coordination, and implementation of community-based professional training programs to benefit both employers and their employees
- Orchestrate and collaborate on data inputs/systems
- Balance administrative responsibilities with in-person training activities
- Build up a regional community of practice for workforce development best practices

- Proficient with computers, email, Microsoft Office, Google applications and standard office equipment (phone, copier/printer, scanners, etc.)

- Able to travel and work long days when needed

Work Location and Hours of Work
Coalfield offices are currently located in Huntington and Charleston, WV. The chosen candidate must have reliable transportation to regularly attend work at the office and other locations, as required.
- Office location will be in Huntington, WV
- Primarily in the office or onsite at one of the project sites.
- Frequent travel will be required to training site locations. Coalfield has fleet vehicles that may be used for this purpose
- The normal work week is Monday through Friday from 8:00 AM to 5:00 PM. However, given the nature of this role - attendance at trainings may require the Coordinator to work before/after normal hours Monday through Friday. In light of this, Coalfield allows employees to use flex time.
Environment Conditions, Physical Activity, Physical Demands
- Extensive computer operation
- Must be able to drive and work seated or standing at a desk and/or computer
- Physical work with training participants on community projects (preferred, not required)
Travel and Transportation Requirements
Candidates must provide reliable transportation to their primary work location. Coalfield has a limited fleet of vehicles and frequently carpools to minimize travel burdens on employees. Travel expenses (excluding commutes) may be reimbursed per Coalfield’s policies and procedures.
Required Experience and Education
- Passion for rebuilding the Appalachian economy from the ground up
- Three years of related work experience preferred
- Bachelor’s Degree preferred
