Policy underpins all of NSA/CSS and the U.S. Signals Intelligence enterprise. NSA/CSS is looking for individuals with experience in researching laws and policy spanning the U.S. Government, including the Department of War and Office of Director of National Intelligence issuances. If you have knowledge and skills to interpret law and policy, the ability to coordinate with a wide-array of experts, and writing ability to codify delegated authorities in policy, then the Corporate Policy Officer position is right for you.
NSA is also seeking individuals with expertise in the control and accountability of Communications Security (COMSEC) material and/or COMSEC policy. If you possess knowledge and experience in this arena, the COMSEC Auditor position for the NSA Central Office of Record might be the perfect fit for you. In this role, you will have the chance to travel globally to ensure that both government and contractor sites adhere to national and NSA standards for safeguarding our nation's COMSEC material. The qualifications listed are the minimum acceptable to be considered for the position.
Degree in a Writing or Policy related field (e.g., Law, Communications, Public Policy, Technical Writing, Creative Writing, and English) is preferred, but a degree in any field is acceptable.
Relevant experience must be performing policy related work in a subject matter related to the position in which the candidate is applying (e.g., regulatory, national and foreign security, budget and public finance) within the government or as a government contractor. Senior level: must also have project management or formal/informal leadership experience.
FULL PERFORMANCE
Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience, or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
SENIOR
Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. - Corporate Policy Officer responsibilities include:
- Researching and developing policies that guide behavior and support mission objectives
- Interpreting, reviewing, and coordinating Intelligence Community (IC), Department of War (DoW), and National policies affecting NSA activities
- Recommending official NSA positions on policies to senior leadership
- Advocating, promoting, and coordinating NSA policy positions with counterparts as required in the IC, DoW, other Executive Branch agencies, Congress, and others
- Advising senior leadership in the establishment of agreements with mission partners
- Soliciting policy requirements and needs from leaders across the enterprise and coordinating with partners to identify solutions through policy, support agreements, and authorizing mission-relevant activities.
- Communications Security (COMSEC) Auditor Corporate Policy Officer responsibilities include:
- Researching and developing policies that guide behavior and support mission objectives
- Interpreting, reviewing, and coordinating National policies that affect COMSEC activities with the Intelligence Community (IC) and Department of War (DoW)
- Recommending, as the subject matter expert, official NSA positions on COMSEC policies to senior leadership
- Advocating, promoting, and coordinating NSA/CSS policy positions dealing with COMSEC with counterparts as required in the IC, DoW, other Executive Branch agencies, and others
- Maintaining a comprehensive understanding of national and NSA/CSS Central Office of Record level policies
- Coordinating logistics and administrative items
- Providing policy expertise to more than 1600 NSA Central Office of Record COMSEC accounts
- Performing COMSEC audits of accounts in US and overseas for compliancy with National and NSA policies
- Traveling in the U.S. and overseas for approximately 8 weeks per year
- Communicating with COMSEC Account personnel before, during, and after the audit
- Authoring formal COMSEC Audit reports upon completion of the audit Desired skills for both types of Corporate Policy Officer positions:
