This position is located in the Commander, Navy Region Hawaii (CNRH), Fleet & Family Readiness Department (FFR), Human Resources (HR) Branch (N941). The HR Branch is responsible for executing a coordinated, comprehensive support program for shore-based and fleet commands having community support programs. Position is responsible for supporting recruiting/staffing and classification efforts.

A qualified candidate must possess the following knowledge, which is required for the Specialist position:
Knowledge of and skill in applying a wide range of personnel theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures to perform a variety of difficult and complex assignments.
Ability to interpret and apply Office of Personnel Management (OPM) classification guidelines and policies to assist managers and supervisors in developing position descriptions.
Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform classification and staffing/recruiting services.
Knowledge of OPM, Department of Defense (DoD), Department of Navy (DoN) and CNIC HR instructions, directives and guidelines related to staffing and classification.
Skill in utilizing SAPHR or similar personnel data bases to initiate personnel action requests and requisition personnel reports as needed.
Ability to develop presentations, briefs, training sessions, etc.; and present effectively to targeted audience.
Ability to communicate effectively orally and in writing with all levels of individuals.
