We are seeking a highly experienced Public Sector Program Manager with proven expertise in Data Governance to support the 1115 project focused on establishing and implementing a Data Governance Board in Albany, NY. The ideal candidate will be experienced in consulting and navigating within state government environments, or health care/insurance providers, have demonstrated success in governance programs, and be adept at working with senior stakeholders to transform enterprise operations.
Duties
- Lead and establish a Data Governance Board with related governance frameworks.
- Operate as a trusted advisor to senior state government stakeholders, balancing confidence with diplomacy.
- Partner with leadership to ensure alignment with guidelines, processes, and delivery standards.
- Provide executive-level oversight for governance initiatives, ensuring projects are delivered on time and with measurable impact.
- Mentor and build teams to support program execution, ensuring knowledge transfer and capability-building within the client organization.
- Maintain strong communication channels with clients, providing leadership during both stable and challenging phases.
- Serve as the primary point of contact for program governance activities.
- 10 years of Program/Project Management experience, with at least 5 years at the leadership level.
- 3 years of recently demonstrated Data Governance expertise with the ability to think strategically about how data can be used to achieve business goals and to develop and execute a data strategy that aligns with the overall business strategy.
- Prior experience consulting with government or healthcare clients.
- Familiarity with NYS government systems and processes.
- Strong leadership presence with the ability to guide and provide advisory support to executive-level stakeholders.
- Proven ability to stand up governance boards and establish enterprise-wide governance structures.
- Strong project management skills, including experience building and leading teams.
- Excellent communication, negotiation, and interpersonal skills with the ability to clearly and concisely communicate complex data concepts and program updates to both technical and non-technical audiences.
- Ability to balance confidence with humility—executive presence without arrogance.
- Experience in government data initiatives, data strategy, or CDO transformation projects.
- Medicaid program experience or healthcare-related project exposure.
