Overview: 

We are seeking a highly seasoned Executive-level Program Manager with proven expertise in Data Governance to support the 1115 project focused on establishing and implementing a Data Governance Board in Albany, NY. This role requires a strong leader with an executive presence who can operate effectively in high-visibility environments, partner with client stakeholders, and drive organizational transformation.

The ideal candidate will be experienced in consulting within state government environments (NYS strongly preferred, but other states acceptable), have demonstrated success in standing up governance programs, and be adept at working with senior stakeholders to transform enterprise operations.

Duties

• Lead the establishment of a Data Governance Board and related governance frameworks.
• Operate as a trusted advisor to senior state government stakeholders, balancing confidence with diplomacy.
• Partner with leadership to ensure alignment with guidelines, processes, and delivery standards.
• Provide executive-level oversight for governance initiatives, ensuring projects are delivered on time and with measurable impact.
• Mentor and build teams to support program execution, ensuring knowledge transfer and capability-building within the client organization.
• Maintain strong communication channels with clients, providing leadership during both stable and challenging phases.
• Serve as the primary point of contact for program governance activities.
  
  

Mandatory Qualifications

• 10 years of Program/Project Management experience, with at least 5 years at the executive or senior leadership level.
• Demonstrated Data Governance expertise
• Prior experience consulting with government clients (NYS preferred; other state-level experience acceptable).
• Strong leadership presence with the ability to guide and provide advisory support to executive-level stakeholders.
• Proven ability to stand up governance boards and establish enterprise-wide governance structures.
• Strong project management skills, including experience building and leading teams.
• Excellent communication, negotiation, and interpersonal skills.
• Ability to balance confidence with humility—executive presence without arrogance.
  
  

Desirable Qualifications: 

• Medicaid program experience or prior healthcare-related project exposure.
• Experience in government data initiatives, data strategy, or CDO transformation projects.
• Familiarity with NYS government systems and processes.
