The Associate Project Manager (APM) works with the Community Development and Maintenance teams to manage small and medium-sized capital improvement projects across CHDC’s 27 buildings. The APM also supports all stages of development, including reviewing architectural plans, assisting with stakeholder engagement, helping with project finances, and supporting construction of CHDC’s affordable housing projects. This position is Domiciled. An apartment in a CHDC-owned or -managed building is provided. Responsibilities · Project Management o Provide project support to Community Development staff as needed, including conducting site visits, attending project meetings, and preparing research and analysis to guide decision makingo Assist in identifying the needs and priority level of capital projects, repairs, renovations, unit turnovers, and build-outs across CHDC’s portfolio.o Work with the Compliance Manager and Property Management teams to identify and resolve housing code violations, HPD/ DOB issues, · and occupancy-related concernso Prepare project scopes of work, assist with developing RFPs, solicit bids, evaluate proposals, and coordinate contractor selectiono Coordinate activities among Property Management, Maintenance, and external contractors to ensure timely and efficient project executiono Support Project Managers with Local Law compliance initiatives, including Local Law 11, energy benchmarking, façade inspections, and related regulatory requirements · General Construction Projects o Engage, coordinate, and assist with managing architects, engineers, consultants, and expeditors to support design, permitting, filing, and project close-out processeso Monitor project schedules and budgets; track anticipated cost overruns and assist in managing the change order process from proposal through approvalo Conduct building inspections and prepare related reports, including punch lists, deficiency logs, and progress documentationo Assist with materials procurement for internal construction and maintenance projects, ensuring compliance with budget, specifications, and procurement procedureso Track progress of existing projects and maintain organized records for upcoming projects, including regulatory filings, permits, DOB/HPD submissions, and close-out packages.o Produce monthly departmental reports summarizing project status, key milestones, risks, and upcoming needs · Finance & Development Support o Assist the Development and Finance teams with processing project payments, including reviewing invoices for accuracy, confirming supporting documentation, and preparing payment packageso Support updates to project pro formas, including entering revised cost estimates, updating timelines, and assisting in analyzing budget impactso Help track funding sources and uses for each project, ensuring expenses align with approved budgets and comply with lender, grant, and agency requirementso Assist with assembling requisition packages for lenders, grantors, and government agencies, including gathering invoices, bank statements, and progress reportso Coordinate with Finance and Development staff to maintain accurate cash flow projections and project accounting recordso Support contract management tasks such as tracking contract amounts, remaining balances, change orders, and insurance compliance Minimum Qualifications Education and ExperienceBachelor’s degree in a related field and a minimum of 2 years related work experience required or a Master’s Degree in a related field Knowledge, Abilities, and Skills· Must be self-starter with drive to take projects to completion· Must have excellent organizational and communication skills with the ability to manage several projects at once· Familiarity with building systems and construction methods is a plus· Must be comfortable working in the field with contractors as well as in an office setting· Must be able to work independently· Must have computer literacy required including MS Word, Excel and Outlook · Familiarity with project management SaaS such as Monday, Asana, MaintainX, or similar is preferred Reports ToDirector of Community Development This position is Domiciled.
