EMS Manager/Chief
The Clearwater Ambulance District is accepting applications for the position of EMS Manager/Chief through July 31, 2026.

The EMS Manager/Chief reports directly to the Board of Directors and provides overall leadership, administration, and clinical oversight of the ambulance district. The successful candidate will play a vital role in advancing operational excellence, supporting EMS personnel, and ensuring the district continues to provide compassionate, reliable, and high-quality emergency medical services to the communities we serve.

Working Leadership Position
This is a working leadership position that combines administrative responsibility with hands-on emergency medical service. In addition to leading the district’s operations, the EMS Manager/Chief is expected to maintain clinical competency by regularly serving on the ambulance and responding to emergency calls.
The EMS Manager/Chief shall maintain clinical proficiency by regularly serving on the ambulance and responding to emergency calls, including a minimum number of scheduled field shifts as established by the Board of Directors.
This unique leadership opportunity allows the EMS Manager/Chief to remain connected with field operations, support team members directly, and continue serving the community alongside the EMS professionals they lead.

Primary Responsibilities
* Provide strategic leadership and direction for the daily operations of the ambulance district.
* Build, mentor, and support a professional EMS team through recruitment, training, supervision, and performance development.
* Develop employee schedules and ensure reliable staffing to meet community needs.
* Manage ambulance fleet operations, equipment readiness, and maintenance programs.
* Develop and implement policies, protocols, and procedures that promote safety, accountability, and quality patient care.
* Ensure compliance with local, state, and federal EMS regulations and industry best practices.
* Lead quality improvement initiatives and promote continuous improvement in patient care and operations.
* Prepare and manage the district budget while identifying opportunities for responsible growth and resource management.
* Oversee the purchase, maintenance, and availability of medical equipment and supplies.
* Strengthen relationships with hospitals, fire departments, law enforcement, emergency management agencies, and community partners.
* Provide operational leadership during major incidents and community emergencies.
* Prepare reports, recommendations, and updates for the Board of Directors.
* Serve as a visible leader and ambassador for the Clearwater Ambulance District within the community.

Minimum Qualifications
Applicants must possess:
* High school diploma or GED.
* Current Missouri Paramedic License.
* Valid Missouri Driver’s License.
* Current BLS, ACLS, and PALS certifications.
* Minimum of two (2) years of experience as a licensed paramedic.
* ICS 100, 200, 700, and 800 certifications.
* Missouri Ambulance District Board Member Certification (or the ability to obtain within the required timeframe).

* Previous EMS supervisory or management experience.
* Strong leadership, communication, and team-building skills.
* Knowledge of Missouri EMS laws and regulations.
* Experience with budgeting, scheduling, personnel management, and EMS billing.
* Excellent organizational and problem-solving abilities.
* Ability to develop positive relationships with employees, community members, and partner agencies.
