GENERAL PURPOSE
Performs a variety of professional, technical, and complex duties as needed to assist in coordinating and participating in the design, development and construction of City infrastructure; serves as an engineering project leader or manager in performing administrative and technical functions.

To organize, manage and administer various engineering functions including the research, survey, design, permitting and construction inspection of site/subdivision development; and to provide highly responsible assistance to the City Engineer and Community Development Staff.
Oversee the issuance of a variety of City permits. Review engineering plans submitted for private development and make recommendations based on City Standards and Ordinances. Provide information to the public; respond to citizen inquiries and complaints. Manages escrow and bond agreements for all private development projects and manage the release of funds as public improvements are installed. Meet with developers, engineers, and property owners to discuss City requirements pertaining to proposed development projects.
Participate in field reviews to observe current and future construction projects; resolve conflicts as required. Review and approve site/grading plans, encroachment permits, and transportation overload permits; review and recommend approval of construction plans. Maintain awareness of new developments in the field. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering.
Prepares engineering reviews and reports cost estimates for proposed projects and developments; assists with the establishment City master plans for various utility systems; makes complex engineering calculations, requiring math skills; performs field inspections for compliance with Public Works and Engineering City standards; prepares various reports, projections, and evaluations as required; provides input to City council and committees.
Assists with various aspects of project management and scheduling; ensures adherence with established standards and work plans, processes and procedures; assures timely completion; monitors and coordinates the progress of developments and projects to determine compliance with established public works standards, rules, regulations, ordinances, etc.; performs periodic public works inspections to assure compliance with material specifications and work quality.
Manages (with assistance from other staff) the Municipal Separate Storm Sewer System permit (MS4) program for the city; coordinates related storm water requirements with other city departments and other agencies; develops and maintains a comprehensive and systematic plan for permit compliance; develops a plan to screen, track and eliminate illicit discharges; responsible for the preparation of the state annual storm water report; assists with the development of the storm water master plan and capital facilities plan.
Develop and maintain city Geographic Information System (GIS). Oversee ESRI ARC GIS server to track, record, and input utility infrastructure data. Train staff on the operations of GIS data gathering.
Education and Experience:
- Bachelor’s degree from an accredited college or university in civil engineering or related field,
AND
- Two years of increasingly responsible professional civil engineering experience with no less than one (1) year experience in the area of development review or civil inspections
OR
- An equivalent combination of education and experience.
Special Qualifications:
- Must possess or have the ability to obtain a valid Utah State Driver’s License and meet the requirements of the city’s Motor Vehicle Policy.
- Obtain RSI Certification within 6 months of the hire date.
- Professional Engineer's License, valid in the State of Utah, is preferred.
Essential Functions, Knowledge, Skills, and Abilities:
Working knowledge of engineering systems and instruments (CAD) and related equipment; software applications and basic programming related to specific engineering software; traffic signalization equipment and controls; use of a variety of technical engineering equipment and drafting tools; utility capacity computer modeling; political, legal and governmental processes affecting various engineering program and project management; civil engineering methods, principles and practices; construction methods and materials common to public works projects; building codes, planning and zoning codes, engineering standards and codes; technical and practical design of public works systems; interpersonal communication skills.
Work Environment:
Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, lifting, reaching, etc. Periodic exposure to changing weather conditions and seasonal elements. Occasional exposure to high workplaces, volatile materials, and toxic materials. Periodic travel required in course of performing portions of job functions.
