The Business Operations and Strategy department is seeing an Operations Coordinator - Facilities. This position performs a wide variety of functions to support the planning, evaluation, and implementation of the maintenance program for assigned Clean Water Services (CWS) facilities. Coordinates and reviews building maintenance, construction, heating, ventilation, and air conditioning (HVAC), fire systems, plumbing, and all other project-related contracted services. Serves as the primary liaison between CWS and contracted service providers, coordinating schedules, facilitating communication, and ensuring work is completed safely, on time, and in accordance with contract requirements.

  1. Plans and coordinates the implementation of CWS life safety equipment. Coordinates and manages the inspection, testing, maintenance, and repair of building fire detection, extinguishers, sprinklers, notification equipment, elevators and lifts, manual and automatic overhead doors, and gates. 
  2. Coordinates the maintenance and repair of doors, locks, and hardware. Installs and maintains signage in accordance with CWS standards. Maintains necessary Safety Data Sheets (SDS) to ensure Occupational Safety and Health Administration (OSHA) compliance when a new chemical product is brought into a facility.
  3. Plans and coordinates maintenance on all aspects of the structures interior and exterior of assigned facilities, including inspections and repairs. Ensures tools and resources are available to accomplish work plans. Monitors expenditures and proposes recommendations to improve efficiency and effectiveness.   
  4. Assists and leads the coordination of facility remodeling, modifications, and changes to ensure CWS needs are met in a timely manner. Evaluates facility needs and provides design and construction input for recommended changes. Researches and recommends alternative solutions as needed.  Negotiates contracts and service agreements to ensure cost-effectiveness and quality.
  5. Coordinates and tracks vendors, consultants, architects, engineers, and contractors providing maintenance and construction services for CWS buildings, structures, and facilities. Assists with review of design drawings, developing the scope of work for projects, and provides project support. Participates in the bidding process, provides input on contractor selection, scheduling, lead bidding, and project meetings.  Oversees and inspects work performed to ensure CWS standards are met. Monitors expenditures, tracks, and reviews invoicing. 
  6. Assists with managing and scheduling all CWS facility preventative and corrective maintenance requests and work orders using the Computerized Maintenance Management System (CMMS). Coordinates materials, supplies, and tools needed to complete the work using the CWS procurement system.
  7. Serves as a liaison, communicates with contractors, vendors, and CWS staff to ensure completion of planned maintenance. Assists with resolving technical problems and complaints and escalates as needed.
  8. Assists with the development and implementation of policies and procedures related to the CWS maintenance program.
  9. Drives a CWS or personal vehicle for work-related purposes. 
KNOWLEDGE OF: 
  • Buildings, structures, and facilities design, construction, maintenance and repair practices
  • Fire systems, elevators, automatic gates and overhead doors, building plumbing, cleaning chemicals and procedures 
  • Building maintenance and construction equipment 
  • Painting practices 
  • Pertinent safety practices and procedures 
  • Blueprint reading, project planning and administration

  • Facilities operation, services, activities and repair programs 
  • Janitorial maintenance and practices

  • Pertinent federal, state, and local laws, regulations, standards, and requirements 
  • Pertinent safety laws, rules, and regulations 
  • Basic principles and practices of budget development and control
SKILL IN: 
  • Planning, organizing, coordinating and reviewing the work of skilled personnel and contractors
  • Training, interpreting, and explaining facility repair and maintenance policies and procedures 
  • Reading blueprints
  • Coordinating facility projects 
  • Interpreting specifications, plans, maps, reports, and contracts 
  • Testing and validating corrective actions
  • Use of computers and computer software, including HVAC and lighting controls systems 
ABILITY TO
  • Understand and follow oral and written directions 
  • Provide accurate documentation of work performed 
  • Understand and interpret pertinent policies, procedures, laws, and regulations related to the program area 
  • Plan and coordinate personnel to achieve program requirements and objectives within established timelines and budget requirements 
  • Negotiate with contractors regarding the scope and cost of services 
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate effectively, both orally and in writing

EDUCATION, EXPERIENCE, CERTIFICATIONS AND/OR LICENSES

The following are the minimum qualifications for this position. 


2 years of experience in project coordination or management of building or facilities maintenance; 


1 year of experience in HVAC managing new installations, upgrades, and operation of control systems for facility and building maintenance; 


College-level coursework or training in facilities or building maintenance, electrical, plumbing, HVAC systems, or related fields.


Candidates must possess and maintain a valid state-issued driver’s license.
