Description POSITION SUMMARY:
Manages and completes Capital Projects of the District in collaboration with the Director of Budget, Grants, and Financial Reporting. Oversees the accounting processes and procedures for SPLOST, Capital Projects, Capital Assets, and completes special projects to ensure the District complies with federal, state, and local financial guidelines as well as Generally Accepted Accounting Principles (GAAP). This position reports to the Director of Budget, Grants, and Financial Reporting.
JOB RESPONSIBILITIES:
Assists in the budgeting and accounting functions for the capital projects program for the District. Projects SPLOST/Capital Project revenues. Assists Construction, Technology, and other departments with development of project budgets for SPLOST funds. Reviews all capital projects contractor and architect invoices prior to payment. Calculates and records retainage payable on a monthly basis. Monitors monthly SPLOST receipts and compares to projected revenue. Tracks, budgets, and records all state capital outlay grants revenues (GSFIC). Reconciles capital projects and SPLOST bank accounts. Completes monthly and annual financial reports, and adhoc reports as needed.
Oversees the accounting and financial reporting of capital assets for the District. Monitors and maintains the integrity of the capital asset system. Ensures all capital assets are recorded quarterly in the Enterprise Resource Planning (ERP) system (MUNIS). Maintains the MUNIS capital asset system. Processes depreciation on an annual basis. Completes monthly, quarterly, and annual reports for capital assets in compliance with Governmental Accounting Standards Board (GASB). Performs general accounting work relating to the financial reporting, payroll reporting, budgeting, capital assets, leases, and other special projects of the district financial resources.
Manages and supports leasing initiative (GASB 87) for GADOE reporting. Collaborates with Maintenance department with usage of facility data to support initiative. Assists the Director of Budget, Grants, and Financial Reporting in the maintenance of an adequate system of accounting records and a comprehensive set of controls and budgets designed to mitigate risk and enhance the accuracy of the district’s reported financial results.
Coordinates with SPLOST and financial auditors. Complies with all federal and state regulations and guidelines, in addition to local Board policies. Possesses a working knowledge of chart of accounts used by the State Department of Education and local Board of Education. Works confidentially with discretion.
Completes special projects, as needed, to support Business Services and other departments. All other duties, as assigned and required, in order to perform the above services.
