The Clark County Outlying Justice Court is seeing qualified candidates to apply for the Rural Court Administrator position. This position is the Department Head and is appointed to serve the courts swearing to an Oath of Office. The position is responsible for the management and supervision of legal office support staff, and bailiffs in the Outlying Justice Courts of Boulder, Bunkerville, Goodsprings, Laughlin, Mesquite, Moapa, Moapa Valley, and Searchlight. The ideal candidate will plan, organize and administer support services required for the effective functioning of the Court. Candidate will also administer the daily operations of the Court, including assuming responsibility for the development, implementation and maintenance of case management systems, facilities management and security, strategic planning and fiscal activity, including budget development and administration and supervision of other financial matters of the court. This role will handle coordination of activities with the judicial system and other County departments and administer the duties of the Office of the Clerk as defined by Nevada Statute and court policy. As a member of our team, you will provide expert professional assistance to court and county staff in areas of expertise.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS

Education and Experience: Equivalent to a Bachelor's degree and two (2) years of full-time administrative/managerial support in a legal or court related setting. Prior lead or supervisory experience is desirable. A combination of appropriate education and experience may be substituted for the degree.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES

  • Oversees and coordinates legal office and general administrative support activities and programs for the outlying courts in Clark County.
  • Develops procedures, goals, objectives and work standards assuring consistency in application across all outlying courts and compliance with other court and county policies and procedures.
  • Coordinates activities, programs and services with those of other courts, County departments and governmental agencies to meet the needs of the Courts.
  • Directs or performs administrative activities such as assisting Justices of the Peace in personnel management, records management, fiscal activity, clerical processing and other court related activities.
  • Researches operational and administrative problems, evaluates alternatives, recommends solutions, and implements adopted changes.
  • Provides assistance in scheduling; coordinates scheduling among the courts to assure appropriate coverage in the courtrooms.
  • Provides input to Justices of the Peace on employee performance; may recommend employee selection, handle disciplinary action, grievances and other personnel activities.
  • Provides for the training and development of office support staff.
  • Answers inquiries, provides information and resolves complaints from the public or employees regarding assigned functions and activities, which often requires the use of judgment and the interpretation of policies, rules and procedures.
  • Responsible for development, administration, and maintenance of each of the Court's annual operating and capital budgets.
  • Handles other fiscal activities, including payroll and purchasing functions.
  • Assists the Justices in the development and implementation of the Strategic Plan.
  • Researches, interprets and implements legislation affecting the courts.
  • Assures compliance with all rules of civil procedure, ethical rules of conduct, standard accounting principals and practices.
  • Coordinates information technology activity with appropriate County support staff; assists in the development of court related information technology applications and systems.
  • Compiles operational and other statistical data and information, and prepares special and periodic reports.
  • Oversees maintenance and retention of court records and other court related materials and information.
  • Represents the Justices of the Peace and the Courts with county commission and county management at department head and other various meetings and events; serves on various committees as representative of the Courts; attends meetings and conferences/conventions held in off-site locations, necessitating travel.
  • Serves as liaison and court representative with the press, the legal community, and the press.
  • Drives a motor vehicle to visit all outlying courts on a regular basis.
  • Contributes to the overall quality of the court's service provision and consistency in court operations across all outlying courts by reviewing, recommending and implementing improved policies and procedures.
  • Keeps Justices apprised of all new developments, policies and/or procedures affecting their operations.
  • Coordinates, manages and/or performs various projects and other administrative activities with staff members of the courts and other County departments, the legal community, and other state and local officials and staff.

PHYSICAL DEMANDS

Mobility to work in a typical office setting and use standard office equipment, vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone. Requires extensive travel, which may include some evening and/or weekend hours.
