Current Compensation:
Annual Pay Range: $96,456.97 - $121,722.92
Hourly Pay Range: $46.373544 - $58.520635
Compensation Effective July 1, 2026:
Annual Pay Range: $99,061.31 - $125,009.44
Hourly Pay Range: $47.625630 - $60.100692
Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development (DTD) / Office of Economic Development (OED) is seeking an experienced, motivated, and collaborative individual to join our team as a Business and Economic Development Coordinator. If selected for this position, your main focus will be on planning, coordinating, and implementing a business retention, growth, and workforce development strategy. In this role, you will be responsible for coordinating business and economic development activities with other departments, divisions and programs. You will collaborate with regional education and workforce partners to ensure development of training programs meet business needs, and oversee development of new incentive programs; administering, researching and applying for matched funding to support unique offerings. You will also have an opportunity to represent Clackamas County and/or OED on various local, regional, state and federal boards, governmental agencies, and committees to ensure the County remains economically competitive for industrial and business recruitment, as well as tourism and rural economic development.
As a Business and Economic Development Coordinator you will work with a dynamic team that supports and manages programs related to business retention, expansion or relocation of established businesses, recruitment of new businesses, as well as business assistance.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
- A minimum of two (2) years of experience in Business and Economic Development
- A minimum of two (2) years of experience in researching and developing financing options
- A minimum of two (2) years of project management experience
- Experience with writing grants, including researching available grants, writing grant applications, developing plans and budgets, and implementing the grant
Preferred Special Qualifications/ Transferrable Skills:*
- Current certification as a Certified Economic Developer (CEcD) from the International Economic Development Council or equivalent certification program
- Experience in employment/industrial land analysis
- Experience developing, maintaining and coordinating economic and industrial data
- Experience researching and developing financing options
- Experience with rural investment fund program management
- Experience with urban renewal program management
- Experience with real estate/development finance

- Must pass a criminal history check which may include national or state fingerprint records check

TYPICAL TASKS
Duties may include but are not limited to the following:
- Workforce Development and Training: Collaborate with regional education and workforce partners to ensure development of training programs meets the business needs of the existing and emerging industries.
- Oversee development of new incentive programs; administering, researching and applying for matched funding to support unique offerings.
- Policy Research: Monitor and interpret legislation and regulatory trends affecting business, workforce, and economic development; provide policy recommendations and facilitate priority projects through regulatory processes.
- Research industry workforce needs: work with businesses to determine current and future workforce needs; collaborate with education and service providers to create relevant programs, providing support from the County as deemed suitable.
- Develop a new marketing plan, manage department communications and redevelopment of website, adhering to Federal and other applicable standards.
- Engage in proactive outreach efforts and conduct business visits within target industries to identify business needs, provide resources, and foster job creation opportunities.
- Represent the County at conferences, trade shows, community events, and on regional and/or statewide boards and committees to promote Clackamas County economic competitiveness and influence economic development policy.
- Facilitate strategic connections for client businesses, linking them to service providers, capital resources, and partner agencies.
- Research, develop, and administer financial incentives and funding tools; seek and apply for grants; prepare scope of work, proposals, and related project documentation; monitor contracts and authorize payments.
- Support budget development through the preparation of program reporting, work plans, and the monitoring of expenditures and deliverables; coordinate funding, planning and partner agreements with internal partners and external agencies.
- Manage program and operational efficiencies.
- Support all other program deliverables of the Office of Economic Development to support County strategic priorities.

WORK SCHEDULE
This position works 40 hours during a standard workweek of either (4/10): Monday through Thursday (10 hours per day) with every Friday off or (5/8): Monday through Friday (8 hours per day) (5/8). Specific work schedule will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
- Please Note: While this position is eligible for hybrid telework, it is expected that the first 90 days of employment will be on-site to facilitate onboarding and training.

DTD is responsible for a broad range of county services involving land use planning and permitting, building permits, county code enforcement, solid waste and recycling, road construction and maintenance, surveying, plat approvals, public land corner restoration, economic development, libraries, County parks, and dog services.
