Eastern Sierra Engineering is seeking a highly motivated and experienced Project Engineer to join our team in Reno. In this role, you will play a key role in the design and execution of diverse infrastructure projects, including streetscapes, roadways, and site development. You will leverage your technical skills and knowledge of Civil 3D to develop construction documents and coordinate design efforts, collaborating with our multidisciplinary team to ensure project success and contribute to the enhancement of our community. RESPONSIBILITIES: 

Communication & Guidance:

  • Collaborates effectively with multidisciplinary teams, including structural engineers, architects, environmental consultants, agencies, and construction managers, to integrate civil considerations into overall project design and execution. 
  • Provides technical guidance and mentorship to junior engineers and design team members, fostering a culture of learning and professional development. 
  • Communicates with clients, contractors, and regulatory authorities to address engineering-related inquiries, concerns, and challenges. 
  • Stays abreast of industry trends, best practices, and emerging technologies in civil engineering to enhance design approaches and project outcomes.

Project Management & Coordination:

  • Serves as project manager for assigned projects, overseeing planning, design, construction, and implementation.
  • Develops project budgets, schedules, and conducts site visits.
  • Coordinates assigned services and operations with other divisions and outside agencies.
  • Plans, coordinates, and reviews project work performed by private consultants.
  • Develops and manages requests for proposals for professional and/or contracted services.

Design & Technical Expertise:

  • Reviews and prepares project plans, contract documents, cost estimates and specifications involving hydrology, traffic, grading, utility (water, sewer and stormwater), site and street corridors, water/wastewater facilities, and other related documents and calculations.
  • Provides technical advice, guidance, and direction to the engineering team.

Permitting:

  • Interprets and applies local, state, and federal regulations related to land use, zoning, stormwater management, transportation, and environmental protection in a highly-regulated region.
  • Oversees development and submittal of detailed permit packages, including engineering drawings and technical reports, tailored to agency requirements.
  • Serves as the primary liaison with regulatory bodies, municipalities, and utility providers, ensuring timely communication and resolution of permitting issues.
  • Oversees applications for environmental clearances (e.g., wetlands, stormwater, erosion control, air quality), as well as building, site improvement, and right-of-way permits.

Grant-writing and Administration:

  • Oversees preparation of grant applications that align technical project goals with funding agency priorities, clearly demonstrating feasibility, impact, and sustainability.
  • Develops detailed budgets, cost-benefit analyses, and justifications that meet funding guidelines while ensuring financial accountability.
  • Interprets grant requirements, ensuring compliance with funding regulations, environmental standards, and reporting protocols.
  • Coordinates with municipalities, community organizations, and interdisciplinary teams to strengthen applications and demonstrate broad project support.
  • Oversees awarded grants, including progress tracking, financial monitoring, and preparation of technical and financial reports for funding agencies.

Marketing:

  • Builds and maintains long-term partnerships with clients, stakeholders, and government agencies through clear communication, trust, and reliable project delivery.
  • Prepares technical and commercial proposals, responding to RFPs and RFQs, and collaborates with multi-disciplinary teams to secure new projects.
  • Supports marketing and business expansion by identifying new opportunities, networking within industry associations, and leveraging technical expertise to position the firm as a trusted advisor.
  • Delivers persuasive presentations of design concepts, project benefits, and value-added solutions to clients, regulatory bodies, and community stakeholders.
  • Contributes to enhancing the firm’s market presence by showcasing technical achievements, publishing project case studies, and representing the company at conferences or seminars.
  • Works with marketing teams to translate engineering expertise into client- and project-focused messaging, aligning technical solutions with market demands and organizational goals.
  • Represents Eastern Sierra Engineering in meetings with stakeholders.

Operational & Administrative:

  • Participates in the development of goals, objectives, policies, and procedures.
  • Monitors activities of the engineering work unit and identifies opportunities for improvement and growth of the individuals.
  • Prepares project budgets and monitors expenditures.
  • Provides assistance to management, prepares reports, and maintains records.

REQUIREMENTS:

  • Education: Bachelor's degree in Civil Engineering or a closely related field.
  • Licensure:  Professional Civil Engineer license in NV and/or CA, or the ability to obtain within 6 months.
  • Experience: 10 years of progressive experience in civil engineering design and project support, with a focus on roadway, utility, and site development design.
  • Software Proficiency: Strong proficiency in Civil3D, AutoCAD required. Proficiency in Auto Turn/Vehicle Tracking, and hydraulic modeling software.
  • Key Skills: 
    • Understanding of engineering principles related to site design, roadway corridors, hydrology, hydraulics, and stormwater management.
    • Ability to perform engineering calculations and interpret design drawings.
    • Knowledge of relevant codes and standards.
    • Ability to visualize 3-dimensional solutions is essential.
    • Excellent verbal and written communication skills with the ability to effectively collaborate with internal teams and external stakeholders.
    • Strong organizational, leadership and time management skills with the ability to prioritize tasks and meet deadlines. Ability to work effectively, independently or within a team, in a fast-paced and demanding environment.
    • Proven ability to analyze problems, identify solutions, and implement practical courses of action.
