In this position, you will serve as a Financial Management Specialist in the Office of Planning, Budget, & Evaluation (OPBE) in the Finance & Accounting Branch. This office is responsible for ensuring the segregation of duties for strong internal controls; managing the requirements of both the internal and external financial audit requirements; overseeing of the Unified Financial Management System; overseeing of the reimbursable program; reviewing, processing, and certifying obligations, etc.

Qualifications:

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

To qualify for the position of Financial Management Specialist, at GS-0501-11you must meet the basic qualification requirements listed below.

To qualify for the GS-11 Financial Management Specialist position, you must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-09 level in the federal service performing such duties as: assisting with financial disbursement activities such as processing and or reviewing expenditures of appropriations, allotments, reimbursable accounts; researching analyzing and interpreting financial policies, laws, rules, and regulations; and reviewing travel authorizations and vouchers for accuracy and validity.

OR

Education: a LL.M, a Ph.D., or equivalent doctoral degree in a related field OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position;

OR

Combination of Education and Experience: combination of education and experience that may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 54. Add the two percentages.

Responsibilities:

The duties and responsibilities for a GS-0501-11 Financial Management Specialist generally include, but are not limited to, the following:

GS-11:
  • Performing a broad range of various financial management activities, such as reviewing & creating transactions and entries for appropriations, allotments, reimbursable accounts, travel, commercial payments, interagency agreements, working capital fund, and funds transfers.
  • Conducting research and analysis to resolve issues such as improper and incorrect payments.
  • Certifying compensation claims, travel authorizations, vouchers, and transactions.
  • Ensuring invoices for payment are in compliance with agency standards and other applicable laws, regulations, and procedures are met or upheld.
  • Collecting, analyzing, and validating cost data to manage resources for assigned program areas.
  • Drafting summaries, narrative statements, information, correspondence, factsheets, data, and preliminary financial reports based on reviews and analysis for use by officials to support decision-making.
  • Tracking and reviewing program funding and spending data.
