Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Chief Financial Officer Office of Financial Capitol of Financial Management Financial Operations, in Irving, Texas; Washington, District of Columbia; Williston, Vermont.

This is a non-bargaining unit position.

You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as:
  • Providing technical and managerial services that support key departmental and organizational programs and components.
  • Being responsible for organizing, participating in, and contributing to effective management and control over program operations.
  • Providing guidance to staff and management regarding the accuracy of administrative programs, concepts, law, and policies.
  • Communicating and promulgate reports for management, colleagues, agency management, and outside sources to gather data.

Responsibilities:

As an Financial Program Specialist, at the full performance level, you will perform the following duties:
  • Serve as a specialist to management on the administrative work of a fiscal, financial management, accounting, or budgetary nature within Office of the Chief Financial Officer's (OCFO) Office of Financial Management (OFM) Headquarters
  • Support operations OCFO (including but not limited to, property, human resources, logistics, training, management and information systems, telecommunications, procurement, performance management, budget and financial management)
  • Perform technical and managerial services for OCFO (including but not limited to, property, human resources, logistics, training, management and information systems, telecommunications, procurement, performance management, budget and financial management)
  • Provide guidance to staff and management regarding administrative programs, concepts, laws, policies, and practices
  • Plan, organize, participate, and contribute to effective management

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. The actual salary range will be based on the applicable locality pay for the selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
