Role Description

The City School District of New Rochelle seeks a highly experienced transformational leader for its Assistant Superintendent for Human Resources position. This is a unique opportunity to oversee a dynamic team dedicated to providing high-quality employment services and supports to create a diverse and fair workplace that recruits, develops, and supports all staff in service of students. The Assistant Superintendent for Human Resources is directly responsible for supervising and directing the day-to-day operations of the District’s Superb Staff division. Responsibilities include providing leadership and direction in establishing effective administration and management of the certified and non-instructional personnel areas of the District, and cultivating a climate in which optimum staff performance and morale are maintained.

The job responsibilities of the Assistant Superintendent for Human Resources include, but are not limited to: 

● Manages the recruitment, selection, induction, and continued success of all staff;

● Oversees the administration of employee benefits and personnel policies;

● Supports the Superintendent of Schools in the development of annual goals and long-range strategic planning, supervision of staff certification, and development of staffing plans supported by district-level budget; 

● Assists in the planning, development, and implementation of board policies and administrative regulations;

● Serves as a representative for labor negotiations and contract management; plan and facilitate negotiation sessions; interpret and evaluate contract language; assure contracts comply with bargaining agreements;

● Advises the Superintendent of Schools and the Board of Education regarding procedures and proposals for negotiations with the collective bargaining units of the School District, as requested; 

● Provides training on performance evaluations of assigned staff; oversees transfers and recommends reassignments, terminations, and disciplinary actions; 

● Provides technical expertise, information, and assistance to the Superintendent of Schools regarding assigned functions; assists in formulating and developing department policies, procedures, and programs; 

● Oversees and monitors human resources activities and operations, including workers’ compensation documentation, unemployment issues, and position control for staff positions at school sites;

● Directs the preparation and maintenance of various narrative and statistical reports, records, and files related to personnel and assigned activities; 

● Develops and prepares the annual preliminary budget for the Human Resources Department; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with established limitations; 

● Participates in District committees as directed by the Superintendent of Schools;

● Attends all Board of Education meetings and presents Human Resources policies and procedures to the Board of Education for information or action;

● Represents the District, when assigned, in social, organizational, ceremonial, political, or other functions, as needed;

● Provides leadership and expertise in promoting the strategic objectives as an integral part of the day-to-day District operations;

● Assists administrative and supervisory personnel in the mediation and resolution of staff concerns and complaints within established guidelines and policy;

● Assures compliance with State and Federal laws pertaining to education, Commissioner's Regulations, Board of Education policies, regulations of the Superintendent, and requirements of negotiated contracts with District employees;

● Processes and advises on requests for leaves of absence; 

● Assists in the development of non-instructional job descriptions, classifications, and organization of line and staff responsibilities; 

● Assists administrative and supervisory personnel in interpreting the agreements between the School District and the collective bargaining units;

● Serves as a representative of the Superintendent of Schools in legal proceedings with the District’s collective bargaining units; 

● Serves as a liaison between the School District, building administrators, and staff, so that the best interests of students and the District may be served;

● Oversees the District’s employee benefits program; 

● Performs such other responsibilities as may be requested by the Superintendent of Schools and authorized by law 


Qualifications

  • A minimum of a Master’s degree in Education or a closely related field at the time of application
  • New York State School District Administrator (SDA) or New York State School District Leadership (SDL) certificate at the time of application
  • A minimum of five (5) years of successful administrative experience in a public school setting
  • Candidates with prior urban public school experience are encouraged to apply
