Summary
The City Clerk serves as the face of the City of Woodland Park for our most engaged residents, often being the first point of contact for those interested in volunteering on boards and commissions or running for City Council.
The City Clerk, the only municipal position required by state statute, serves as the custodian of official City records, Designated Election Official, Clerk to the City Council and oversees the municipal court, Colorado Open Records Act requests, special events permits, liquor licensing, and more. The City Clerk is a key member of Woodland Park’s leadership team and works collaboratively with all departments in the organization to implement strategies that align with overall City goals, provides high quality service to the community, organization, and City Council, and creates a welcoming and inclusive environment for all. The successful candidate will be knowledgeable, customer-service focused, strategic, and innovative.
The City Clerk exercises considerable independent judgment, working within the guidelines of the City’s Home Rule Charter, the Woodland Park Municipal Code, Colorado State Statutes, and established policies of the City of Woodland Park. Work is performed with minimal supervision and requires leadership skills, initiative, tact and discretion.

Education and Experience
Works under supervision of the City Manager.
SUPERVISION EXERCISED
Exercises supervision over Court Coordinator and Deputy City Clerk.

Essential Duties And Responsibilities
- Lead and supervise staff within the City Clerk’s Office including the deputy city clerk and municipal court teams.
- Conduct City elections following Federal, State, and Local Election Laws, including coordinating City elections with Teller County when required. Oversee and administer all election matters regarding initiatives, referendums and recall elections.
- Attend City Council meetings and prepare minutes of City Council meetings.
- Prepare Council calendars and agendas; coordinate and supervise the preparation and distribution of the agenda and materials for City Council meetings; prepare final drafts of all City ordinances and resolutions.
- Track public comments received by the City pertaining to quasi-judicial matters and provide these comments to City Council as part of the materials provided to Councilmembers in advance of the City Council public hearing.
- Coordinate with the City Attorney, City Manager, and all other City departments as needed.
- Manages the risk management/loss control functions for all departments of the City including property casualty and workers compensation.
- Manages risk management renewals and reporting processes. Initiates property and casualty claims and works directly with citizens and the public regarding related matters.
- Lead the Charter Review Committee each election cycle to evaluate whether any amendments are necessary.
- Prepare and publish legal notices, including notices of public hearings, and ensure records are kept and recorded as required by law.
- Announce the recruitment of candidates for Boards and Commission vacancies, collect applications for Board and Commission appointments by the City Council, and track terms of office of Board and Commission members.
- Administers the issuance of municipal licenses, including liquor, various regulatory licenses as assigned, and cemetery deeds, etc. in accordance with applicable city ordinances and other regulations.
- Serve as Custodian of Records and respond to Public Records requests.
- Oversee codification of ordinances and preservation of City records.
- Administers oaths, certifies legal documents and maintains custody of the City Seal.
- Oversee the City’s Records Management process, including review and approval of records destruction requests, in accordance with the City’s retention schedules.
- Monitor legislative enactments pertaining to Court rules, elections, and licensing and implement any changes required in response.
- Respond to public inquiries pertaining to areas of the City’s administrative service under the supervision of the Clerk.
- Establishes and maintains an effective working relationship with other department directors and other government agencies and community groups to implement City strategies. Performs duties in a manner consistent with vision, mission and stated values of the City.
- Develop, present, and administer the City Clerk and Court budgets.
- Attest and countersign all contracts, bonds, and other legal documents approved by the City Council.
- Perform other duties as assigned.
- Attend seminars and workshops related to City Clerks' duties and responsibilities.
- Assists in the preparation of ordinances and resolutions as directed.
- Serves as a member of committees and teams as assigned.
- Represents the City in the public and to other agencies as assigned.
- Special projects as assigned.
Education and Experience
- Certified Municipal Clerk (CMC) Certification required, MMC preferred.
- Completion of a bachelor's degree in public administration or closely related field.
- Two years of experience in office management at a supervisory level.
- Three years of experience in municipal government.
- Any equivalent combination of acceptable training, education, and experience as deemed appropriate by the City of Woodland Park will be considered.
- Valid Colorado Driver License or ability to obtain within 6 months of hire.
- Certified Municipal Clerk designation
- Must be licensed as a notary public or obtain such license within six months of employment
- Knowledge of Colorado State Statutes and the Woodland Park Home Rule Charter.
- Knowledge and experience with municipal elections and Colorado Municipal Election Laws.
- Knowledge of Colorado Municipal Courts Rules and Regulations.
- Knowledge of Colorado Liquor and Beer Codes.
- Knowledge of Colorado Bureau of Investigation/CCIC Operation Code.
- Knowledge of Colorado Open Records Act (CORA).
- Knowledge of the principles and practices of modern office administration.
- Ability to evaluate and use independent judgment in determining course of action in complex cases.
- Ability to interpret legal documents, laws, and ordinances correctly.
- Ability to take minutes for proceedings as necessary.
- Ability to establish and maintain effective working relationships with others.
- Skill in the use of computers and various application programs, including Microsoft Office.
- High-Level communication skills in dealing effectively and courteously with the general public, elected officials, other departments, other public and private agencies, and co-workers.
