Essential Job Functions:
Performs responsible and professional urban planning, development, and redevelopment work in support of the City’s two Community Redevelopment Areas. Manages the day to day operations of two CRA districts, ensuring compliance with applicable redevelopment plans, policies, procedures, state law, and adopted budgets. Serves as a liaison to governmental agencies, community leaders, civic organizations, merchants, property owners, and business owners. Develops the CRA annual operating budget in cooperation with the applicable CRA Advisory Committee and is responsible for implementing the projects and programs identified with the adopted budget; scrutinizes property assessments within the CRA districts, and estimates tax increment revenues. Manages CRA assets, which may include buildings and real estate, and conveys proposals to the CRA Advisory Committees and CRA Board for approval. Coordinates with the City’s economic development partners to market and attract new business and residential investment to the City’s CRA districts. Manages CRA staff and coordinates with the Downtown CRA Projects Manager, which is housed within the Parks, Recreation, & Culture Department.
May review and analyze applications for zoning amendments, comprehensive plan amendments, conditional uses, special uses, and similar requests located within the CRA districts to determine the feasibility and suitability of the proposed activity in relation to the CRA Plans and studies, and other city, state, and federal regulations as may be applicable.
Schedules and facilitates regular meetings of two CRA Advisory Boards; manages the creation meeting agendas and minutes; maintains all appropriate program and project records, and is responsible for all required CRA reporting. Develops and initiates new programs and projects to improve the physical and economic conditions within the CRA districts. Regularly communicates with citizens, businesses owners, homeowners, and other community groups as needed to facilitate project or program implementation.
Attends evening and occasional weekend meetings, events, conferences, training sessions, and seminars on behalf of the City and/or to represent each CRA. Operates a City or other vehicle to travel to various locations to perform work.

Knowledge, Skills & Abilities:
Knowledge of State laws and regulations governing the management and operations of CRA districts, how CRA districts are funded, budgeting for CRA projects and programs, and required CRA reporting is essential. Knowledge of redevelopment programs and best practices.
Must have the ability to plan and implement detailed and complex community redevelopment programs and activities; be skilled in balancing multiple and diverse projects, and able to work under stressful conditions in order to accomplish and complete projects within established time frames. Must be able to act professionally and deal with sensitive situations with tact and diplomacy. Ability to build strong professional working relationships throughout the community.
Must possess strong interpersonal and communication skills, both written and oral. Must be able to compile, organize, prepare, and present financial information for budget preparation and monitoring purposes, be able to read and comprehend complex materials, and assemble and analyze pertinent information.
Thorough knowledge of modern office practices and technology. Ability to analyze various data, interpret maps, and explain their significance. The ability to make sound educated decisions and take initiative to complete the duties of the position without the need for direct supervision. Ability to problem solve and build relationships. The ability to manage citizen advisory committees. The ability to communicate in and to groups in both formal and informal settings. The ability to learn and utilize new skills and information to improve job performance and efficiency.
Minimum Education & Experience:
Bachelor’s degree from a four-year accredited college or university with major coursework in urban planning or related field, including urban studies, geography, public administration, political science, environmental studies/science, social sciences, economic development, redevelopment or other similarly related field.
A Master’s degree in urban planning from a planning program accredited by the Planning Accreditation Board (PAB) and/or Certification by the American Institute of Certified Planners (AICP) and/or Florida Redevelopment Association (FRA) is preferred but not required.
Must have five year’s practical work experience in CRA management, urban planning, redevelopment, and/or economic development.
An equivalent combination of related training and experience may be substituted for the minimum qualifications with the exception of the required Bachelor’s degree.
Special Requirements:
Possession of a valid Florida Class E driver’s license and a good driving record as determined by the City of Winter Haven.
