Description
Performs professional and administrative work supporting housing programs and projects within the Housing Development Department. Assists the Director with implementation of housing initiatives, coordinates assigned activities, and performs related duties as required.
Examples of Duties
- Represents the Housing Development Department and conveys its mission at community and administrative meetings.
- Coordinates program and project activities of Housing Development initiatives.
- Assists with implementation of redevelopment and housing development activities, including land acquisition, clearance and demolition, infrastructure improvements, land design, property conveyance, developer compliance, and Davis-Bacon labor standards.
- Prepares Requests for Proposals (RFPs) for technical consultants, real estate developers, and builders.
- Coordinates the departmental Loan Committee process and prepares materials for Director review.
- Prepares reports and documents for tracking program performance and provides updates to the Director, City management, and other stakeholders.
- Interprets, communicates, and ensures compliance with applicable local, state, and federal regulations related to housing programs.
- Coordinates activities of the Affordable Housing Coalition.
- Performs other duties as assigned by the Director.

Education and Experience:
Graduation from an accredited college or university with a two or four-year degree in Urban Planning, Real Estate, Finance, or Public Administration.
Three to five years of experience in housing development, project coordination, or related fields, including public project financing and development, or an equivalent combination of education and experience.
Proficiency in Microsoft Office applications, especially Power Point, Excel and Word.
Experience working in multidisciplinary teams.
Knowledge, Skills, and Abilities:
- Working knowledge of the principles and practices of urban planning and housing development.
- Familiarity with City processes related to development activities, including planning, zoning, ordinance, and site plan review.
- Knowledge of real estate practices, including acquisition, development, and disposition.
- Familiarity with CDBG, HOME, and ESG programs and related HUD regulations.
- Ability to work effectively with individuals from diverse backgrounds, including low-income clients, developers, nonprofit partners, and City officials.
- Strong written and verbal communication skills, including report writing and presentation abilities.
- Strong organizational and project management skills.
- Ability to analyze complex situations, evaluate options, and recommend solutions.
- Ability to exercise sound judgment and prioritize multiple projects effectively.
