CHARACTERISTICS OF CLASS: This is a mid-level position in specialized work receiving and dispatching messages in the Emergency Communications Center during an assigned shift. Work involves the responsibility of maintaining and operating the E911 Communications Center. Operating telephone and radio systems; Operating multiple computer systems. Work is performed within department regulations and is reviewed by superiors through observation and reports.
EXAMPLES OF WORK:
- Receives complaints from general public and gives out information
- Monitors two-way radio, telephone and alarm systems.
- Dispatches emergency responders to calls for service.
- Must maintain certification on LINK/NCIC
- Operate Computer Aided Dispatch system (CAD)
- Operate LINK/NCIC terminals and other duties as required by LINK/NCIC
- Process citations, court paper work and assign case numbers.
- Must have thorough knowledge of City Streets, County Roads, Highway systems and geography of Winchester, Clark County and surrounding area.
- Must maintain good emotional, physical and mental health.
- Must take and maintain training.
- May perform TAC duties.
- Perform all duties as assigned by supervisor consistent with overall operation of the communication center.
- Must maintain Basic Telecommunicator Certification.
- Must work toward and obtain Intermediate Telecommunicator Certification.
Qualifications:
MINIMUM REQUIREMENTS:
TRAINING AND EXPERIEINCE: Graduation from high school or G.E.D.; Must have Basic Telecommunicator Certification
SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Ability to learn the geography of Winchester, Clark County and surrounding areas. Ability to learn police, fire and EMS operations and organization; Ability to act calmly with accuracy in emergency situations; Ability to speak clearly and concisely; Ability to operate multiple computer systems; Ability to multi-task; Ability to establish and maintain effective working relationships with the public and other employees; Ability to maintain annual in-service certifications; Ability to obtain Intermediate Telecommunicator Certification.

Failure to comply with the City of Winchesters, Fire/EMS policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or of membership or association with City of Winchester.
2) The employee may access protected health information and other patient information only to the extent that is necessary to complete your job duties. The employee may only share such information with those who have a need to know specific patient information you have in your possession to complete their job responsibilities related to treatment, payment or other City of Winchester, Fire/EMS operations.
3) The employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding the City of Winchesters, Fire/EMS policies and procedures on patient privacy and any observed practices in violation of that policy to the designated Privacy Officer.
4) The employee is expected to actively participate in City of Winchester, Fire/EMS privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with City of Winchesters, Fire/EMS policy.
