What are the responsibilities and job description for the Lead Enterprise Solutions Analyst position at City of Wilmington?
This position plays a key role in analyzing, planning, and implementing technology solutions that help departments operate more efficiently across the City of Wilmington. Acting as a bridge between users and technology, you’ll translate needs into effective solutions by supporting systems and databases, troubleshooting hardware and software issues, evaluating vendor tools, and identifying opportunities for improvement. You’ll also contribute to system enhancements, develop specialized reports and applications, coordinate training, and help ensure technology investments are effective, secure, and aligned with organizational needs.
- What You’ll Do
- Support and enhance systems by coordinating installations, upgrades, and ongoing performance improvements
- Provide responsive, high-quality support by troubleshooting issues and assisting users across departments
- Partner with teams to understand needs, recommend solutions, and improve overall system functionality
- Research and evaluate technology trends, software, and hardware to keep systems current and effective
- Facilitate training and ensure users feel confident and supported
- Monitor access, permissions, and system integrity
- Customer Service & Support
- Provide exceptional, customer-focused technical support across departments
- Troubleshoot break/fix issues for systems, software, hardware, and integrations
- Work directly with vendors to report issues, validate findings, coordinate fixes, and ensure timely resolution of system or application problems
- Assist users in understanding system capabilities, processes, and best practices
Project Leadership & Impact- Lead and support projects from planning through implementation
- Collaborate with departments, vendors, and consultants to deliver high-quality solutions
- Ensure systems and tools are efficient, cost-effective, and aligned with organizational needs
- Guide project teams using established project management methodologies

Bachelor's degree in Computer Science, Information Technology, Business Administration or closely related discipline and 3 years relevant IT experience

- Valid Driver's License
- Ability to remain flexible and adapt to changing job responsibilities and duties.
- Ability to use and support a wide variety of computer applications.
- Knowledge to develop and implement project articles such as charter, scope of work, work breakdown structure, request for proposal development, resource loaded project plan, change control, communications plan, risk mitigation plan, test, and acceptance plan.
- Experience working with business processes, data management, and applications.
- Ability to communicate and foster a cooperative and professional culture.
