Position Description

Under general supervision, receives and processes funds for the City of Wilmington. The purpose of this position is to assist citizens when requesting information regarding permits, deposits, privilege licenses and other city services. This is accomplished by answering the telephone, assisting walk-in customers, completing necessary paperwork, maintaining and updating databases, preparing invoices, monthly statements and recording and processing payments. Other duties include providing administrative support and cross training on other division assignments for providing back up as needed.

Typical Tasks

  • Accepts, verifies, reconciles and prepares receipts for deposits of business licenses, fire inspections, permits, citations, leases, housing loans, recreational and other municipal fees. Processes information and/or monies received by entering information into the computer, giving receipts, posting transactions, verifying monies received, running reports for daily total, balancing cash drawers, and preparing bank deposits.
  • Reviews and processes license applications by reviewing applications for accuracy, posting license payments, and preparing new and renewed licenses for printing.
  • Assist in the collection of unpaid debts and NSF transactions by performing skip tracing, preparing demand letters, meeting with individuals and businesses to arrange payments, initiating legal action for debts owed, completing documents for civil actions, and serving as liaison between the collection agent and other governmental entities.
  • Responds to phone, email, and walk-in inquiries from citizens, business owners, permitting agents, real estate attorneys, internal department requests and other users of the City's services regarding bills, fees and other revenue generating activities. Research billing issues and prepare written correspondence for customers.
  • Provides administrative support by answering the phone, screening and referring callers, locating and providing information to citizens, maintaining the department filing system, typing, printing, distributing departmental correspondence, distributing mail, and maintaining records.

Qualifications

Formal Education

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate’s degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school, or an equivalent combination of education and experience.

Experience

Minimum three years of related fiscal support experience.

Certification & Other Requirements

  • Class C Driver’s License

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.

Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement

  • NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.
  • Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.

Paid Leave (offered to employees working at least 1,000 hours annually*):

  • Sick Leave - 12 days accrued each year
  • Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
  • Holidays - 13 paid holidays annually
  • Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.
