Summary: Performs administrative, supervisory, and technical work in directing the operations of the City Landfill Department.
Supervision Received: Director of Public Works, Operations Manager, Street & Refuse Superintendent
Supervision Exercised: Exercises supervision over landfill personnel.
FLSA Status: Non-Exempt.
Essential Job Functions:
- Assigns, supervises, inspects, and works onsite with semi-skilled and unskilled workers in industrial, commercial, and residential refuse disposal.
- Assists with scale operations and software.
- Requisitions supplies and materials; keeps records of time and materials.
- Plans, organizes, and schedules crew’s daily Landfill operations.
- Communicates with Sanitation Foreman on a daily basis to optimize operations.
- Receives and investigates complaints; instructs the public on proper dumping areas, all types of acceptable and non-acceptable wastes. Encourages and practices reuse and recycle options whenever possible.
- Must have and be experienced in the operation and maintenance of all type of heavy landfill equipment.
- Maintain all Landfill operation logs, testing and sampling. Must maintain all records and reporting required by the North Dakota Department of Environmental Quality.
- Confers with the Superintendent on new projects or assignments or new methods and practices.
- Performs other reasonably related duties as assigned by immediate supervisor and other management as required.
- Performs all work duties and activities in accordance with City policies and procedures.
- Awareness of daily worksite conditions and hazards.
- The nature of this position requires the ability to respond to emergencies in a timely fashion.
Peripheral Job Duties:
- Understands the operations of different types of Sanitation Collection Trucks.
- Assist Superintendent, Operations Manager, and Public Works Director with annual budgets and equipment replacement and purchasing.
- Assist the Street Department in snow removal and other projects as requested.

Minimum Qualifications: Considerable knowledge of daily operations and record keeping in a Municipal Solid Waste and Inert Waste Landfill. Thorough knowledge of health and other hazards related to refuse disposal and of necessary safety precautions. Ability to establish and maintain effective working relationships with subordinates, associates, and the public. Ability to plan, layout, coordinate and schedule the work of semi-skilled and unskilled workers engaged in refuse disposal.
Education: Graduate of high school or equivalent or graduate of technical trade school.
Experience: Minimum of three years of considerable experience in solid waste disposal and maintenance work, including some experience in a supervisory or lead worker capacity.
OR any equivalent combination of education and experience.
Necessary Special Requirement: Must be bondable and insurable under the City’s motor vehicle insurance policy; must have a valid North Dakota commercial driver license.
*North Dakota Landfill Certification must be obtained within first year of employment.
Position is safety sensitive and requires pre-employment drug and alcohol testing and is subject to controlled substance requirements at all times when on duty.
Equipment Used in Job Performance: Computers, radios, phones, dump trucks, front-end loaders, rollers, sewer jetters, sewer and manhole vacuums, sand spreaders, blade, street sweepers, cranes, bulldozers, scrapers, trash compactors, concrete saws, bucket truck w/ hydraulics, chain saw, tree chipper, tree stumper, air compressor, jackhammer, air driven compaction tools.
Physical Demands: While performing the duties of this job, the employee is frequently required to stand, walk, talk, and hear; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms. The employee is regularly required to stoop, kneel, crouch or crawl. The employee is occasionally required to sit; climb or balance; and taste or smell. The employee must occasionally lift and/or move up to 100 pounds and regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
