BRIEF DESCRIPTION:
This position is responsible for planning, administering, and directing the activities, operations, and personnel of the Animal Services Division to promote progressive animal welfare practices while ensuring effective enforcement of animal-related laws, ordinances, and policies. The role provides leadership for community engagement initiatives and is responsible for developing and implementing innovative strategies to improve operations, enhance public safety, and support animal well-being.
The position oversees management of the Animal Services Center, including supervising staff and coordinating daily operations such as events and volunteer programs, enforcing animal control ordinances, and maintaining records. It also serves as Chair of the Animal Shelter Advisory Committee and leads the Shelter Best Practice Team.
In addition, the role serves as the division’s primary representative, including providing media interviews, and is responsible for preparing and managing the budget, delivering exceptional customer service, and collaborating effectively with City employees and the public.
LICENSING REQUIREMENTS:
Driver’s License Required – Y Type – C
Animal Control Officer certification, or ability to obtain within 6 months of employment
OTHER REQUIREMENTS:
Progressively responsible experience in:
Animal services, animal control, animal sheltering, or a related field
Rabies control and bite investigation knowledge preferred

2 M Oversees Animal Services Center operations by supervising, training, and directing staff in animal care procedures, facility maintenance, and safety protocols.
3 L Recruits, hires, motivates, and evaluates staff; establishes performance goals aligned with departmental and City strategic priorities; identifies and implements operational improvements; develops policies and procedures; coordinates customer service functions and special events; and serves as Chair of the Shelter Best Practice Team and the Animal Shelter Advisory Committee.
4 L Stays current on industry best practices, methods, and technologies; serves as the primary point of contact for media and public inquiries; and fosters effective working relationships with City departments, external agencies, community organizations, and law enforcement.
5 S Plans, assigns, and evaluates work activities; identifies and supports training and development opportunities; develops, implements, and updates key operational plans, including the Shelter Management Plan and Disease Outbreak Management Plan; and establishes departmental policies, procedures, service goals, and performance expectations.
6 S Delivers a high level of customer service, including responding to complex or sensitive citizen concerns; develops and implements solutions to improve service delivery and operational efficiency.
7 S Prepares and administers the division budget, including reviewing, approving, and monitoring expenditures and revenues.
Experience-Related Requirements Over four years and up to and including eight years.
Vocational/ Educational Preparation Requires Bachelor's degree or education and training equivalent to four years of college education in business, liberal arts, or any field other than engineering or the hard sciences.
