What are the responsibilities and job description for the Payroll Clerk position at City of Whitehall?
Under the direction of the City Auditor and Deputy Auditor, the Payroll Clerk supports payroll operations by verifying, processing, reconciling, and maintaining accurate citywide payroll records. This position works closely with the Payroll Administrator to ensure payroll accuracy, compliance with applicable ordinances, union contracts, and federal/state regulations, and timely completion of all payroll-related reporting.
This role requires strong attention to detail, confidentiality, and hands-on payroll processing experience in a deadline-driven environment.
- Processes monthly and periodic payroll-related reports, including pension, tax, ACA, and other compliance reporting.
- Assist with payroll deductions including child support, deferred compensation, and benefit-related updates
- Reconcile payroll data and review timesheets for accuracy and compliance with applicable rules and contracts
- Support onboarding by setting up new employees in the payroll system with accurate deductions.
- Process off-cycle payroll transactions including payouts, buybacks, and special pay adjustments
- Coordinate with HR to verify benefit elections, start dates, and payroll-related updates
- Calculate and process leave payouts and verify outstanding employee obligations at separation
- Assist with year-end payroll processing, including W-2 preparation and reporting
- Provide backup support for full payroll processing as needed
- Respond to employee and department payroll inquiries with professionalismÂ
- Maintain confidentiality of payroll, personnel, and financial data at all times
- Performs other related payroll tasks as assigned
High school diploma or GED required; associate degree in Accounting, Business, or related field preferred.
One to three years of payroll or accounting support experience required
Preferred Education and/or Experience:
Intermediate knowledge of Excel functions and data analysis preferred.
Experience with direct payroll processing from beginning to end
Experience with public sector or union payrolls a plus
Experience using SSI and/or Right Stuff software, preferred
Prior experience supporting audits or financial reconciliationsKnowledge of Excel functions, data analysis, and Outlook
Knowledge of payroll principles, practices, and applicable labor laws.
Strong attention to detail and accuracy
Proficiency with payroll systems, timekeeping software, and Microsoft Excel
Knowledge of personnel policies and procedures as applied to payroll administration.
General knowledge of current laws pertaining to pay.
General knowledge of office software, including word processing, spreadsheet formats and payroll software
Knowledge of collective bargaining agreements and administrative code relating to pay and benefits.
Basic math, including calculations using fractions, percents, ratios, etc.
Ability to handle confidential information with discretion and professionalism
Strong organizational and time-management skills
Effective communication and customer service skills
Ability to work independently and meet deadlines in a fast-paced environment
