SUMMARY: Under general supervision, is responsible for professional communications systems analytic work of average difficulty; and performs related work as required.
DISTINGUISHING FEATURES: *This is the working class in the Communications Sys Analyst sub-series. An employee in this class is responsible for overseeing the installation of single line and key telephone equipment. This class is flexibly staffed with the class of Analyst 1 and differs in that an incumbent of the latter performs at the entry level. This class differs from Communications Sys Analyst 3 in that an incumbent of the latter is responsible for overseeing the installation of key telephones, PBX telephone systems, centrex, and outside cable requirements for a single person or an office.

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to one year of full-time work in one of the following four areas: (1) the analysis, design, or overseeing the installation of computer information systems, radio systems or telecommunications equipment or services, or (2) sales, marketing, or customer service in telecommunications, or (3) assembly, repair, or installation of telecommunications equipment, telephone lines, or wiring, or (4) the analysis of telecommunication regulations; additional experience in one of the above areas may substitute for the required degree on a year-for-year basis, to a maximum of four years; graduation from an accredited college or university with a bachelor's degree in telecommunications or electrical engineering may substitute for the required education and experience; additional graduate coursework in electronic engineering, or communications engineering, information science and systems, microcomputer applications, or electrical/electronic technologies may substitute for one year of the required experience.

Other Requirements
- Processes communications service requests for single line and key telephone systems; talks to agency personnel about the nature of the requests; develops an action plan to implement installation of the telecommunications system; writes bid specifications for services needed for implementation; gathers information needed to evaluate vendor bids and services; contacts vendors who are awarded contracts.
- Responds to complaints about telecommunications services; receives requests for service over the telephone or in narrative form; determines the source of the problem through discussions with the vendors or users; places repair orders through vendors; confirms that repairs are completed.
- Assesses the scope of projects for installing key, single line telephone and other telecommunication systems; identifies inside wiring needs and telecommunications requirements needed by the user; performs on-site visual inspections for installation of the telephone system; writes bid specifications describing equipment and services to be implemented.
- Evaluates vendors; bids and oversees the installation of the telephone system; compares costs from competitive vendors; assesses whether or not vendors meet bid requirements; awards bids to vendors; tracks project completion to assure proper installation of the telephone system.
- Keeps records on communication service requests; enters job order data into computer logs; tracks project status; maintains complete hard copy records of communication services.
- May keep track of network and telecommunications billings; assures that services are paid in a timely manner and that agencies are accurately charged for services; answers complaints from agencies about billing procedures.
- May write purchase requisitions for inexpensive telecommunications equipment; identifies supply vendors; ships telecommunications equipment to user agencies.

- Annual Leave Full-time employees earn annual leave each month at a rated based on years of service as follows:

- Leave earned in excess of the maximum allowable days will be transferred to the employee's sick leave account annually on the employee's anniversary hire date.
- Sick Leave All full-time employees accrue 1 day (7.5 hours) of sick leave per month, provided they work the major portion of that month.
- Bereavement Leave Leave with pay is granted for three days in the event of the death of an employee's spouse, child, stepchild, grandchild, parents, grandparents, siblings, stepparents, foster parents, or parents-in-law without charge to the employee's leave time. Two additional days of sick leave may be granted to provide a total of five days absence for this purpose.
