NATURE OF POSITION

The Civil Engineer II performs professional-level engineering assignments for the planning, design, and construction of projects. Manages all aspects of assigned projects and areas of focus/programs. Coordinates and provides support for work performed by City maintenance and operations crews. Supervises and directs the work of consultants and assigned staff.

SUPERVISION RECEIVED

General direction and oversight are provided by the City Engineer, or the Deputy Public Works Director as assigned.

Essential Duties And Responsibilities

  • Employees of the City of Walla Walla are expected to model and foster the City’s core values: Service - Integrity - Collaboration - Equity - Leadership - Community
  • Design and manage municipal projects. Lead in the selection and management of consultants. Oversee and direct the preparation of plans, specifications, cost estimates, and bid documents for construction projects. Provide planning of projects; establish schedules and budgets.
  • Coordinates with adjoining property owners, utility providers, and city, state, and federal stakeholders in projects.
  • Represent the City’s interests with local and regional planning and/or advisory groups; maintain a positive working relationship with customers and local, state, tribal, and federal partners.
  • Manages consultant and construction contracts.
  • Prepare and administer grants and loans.
  • Provide technical assistance to consultants, customers, and staff; assure compliance with City codes, ordinances, and general engineering practices.
  • Manage all aspects of assigned programs and projects.
  • Perform difficult technical research and analyze complex engineering and mathematical problems, evaluate engineering studies and alternatives, and recommend effective courses of action.
  • Communicate with concerned citizens, City departments and outside agencies to provide engineering assistance and recommendations, exchange information, discuss concerns and needs, respond to inquiries and complaints; assure appropriate information is provided and problems are resolved.
  • Monitor projects during construction; perform inspection activities as required. Maintain project records and documentation; prepare payment requests; monitor project expenditures to keep them within budget.
  • Responsible for composing correspondence between the City, contractors, consultants, other agencies, and the general public.
  • Prepare and/or review a variety of technical reports and/or analysis to support programs and/or City operations, present written and oral recommendations. Assist in the preparation of long-range plans.
  • Supervise, manage, and evaluate the work and performance of consultants and assigned staff; organize and assign work, explain engineering concepts and principles and answer questions; assist with the selection, training, discipline, reassignment and termination of employees.
  • Assist in the planning and preparation of budgets, goals, and objectives; approve, control and monitor expenditures.

Knowledge, Skills, And Abilities

  • Complex principles and practices of civil and environmental engineering.
  • Principles and practices of project management and contract administration.
  • Interpret, apply, and explain local, state, and federal codes, ordinances, specifications, policies, procedures, and standards.
  • Principles and practices of personnel management, supervision, and training.
  • Municipal government operations.
  • Oral and written communication skills to include correct English usage, grammar, spelling, punctuation, and vocabulary. Ability to communicate scientific and technical matters to non-technical individuals, including policymakers.
  • Report writing and record-keeping.
  • Communicate effectively both orally and in writing.

TOOLS AND EQUIPMENT USED

Operate a Windows-based PC with Microsoft Office Suite (Word, Excel, Access, PowerPoint) and other engineering and administrative software applications; GIS; standard business and office machines including copier, scanner, and calculator; specialized tools.

PHYSICAL DEMANDS

Sitting and standing for extended periods of time; walking over rough or uneven surface; seeing, hearing, and speaking to exchange information; intermittently kneel down, stoop, bend and twist at the waist; lift and carry up to 20 pounds; climb ladders; dexterity of hands and fingers to operate a computer.

WORK ENVIRONMENT

Office environment; construction and utility sites; driving a vehicle to work areas; subject to seasonal and adverse weather conditions.

Required Minimum Qualifications

Bachelor of Sciences degree in Civil or Environmental Engineering, and eight (8) years demonstrated engineering experience three (3) years of which involves progressively responsible project and program management experience in area of focus (e.g., water/wastewater, transportation, environmental, etc.). Minimum of one (1) year formal supervisory experience required. Registration as Professional Engineer in Washington State or ability to obtain same within six (6) months of employment. Valid State drivers’ license.

Desired Qualifications

Bilingual in Spanish. Experience using AutoCAD Civil 3D.

Employees are eligible the first of the month following the first day of employment.

Employees and all eligible dependents are covered for Medical, Dental, and Vision for only $139.34/month.

High-Deductible Plans – eligible for H.S.A (City will annually contribute $750 for an individual and $1500 for a family)

Dental – Delta Dental of Washington PPO. $2,000 per year max; Class I, II and III no deductible. Orthodontia paid at 50% max lifetime payment of $1,500 per covered member.

Vision – VSP and AWC Plan B. Well Vision Exam every 12 months - $0 copay. Prescription glasses $10 copay, plus various allowances for frames, lenses, and contacts.

Hartford Life Insurance

Employees are eligible the first of the month following the first day of employment.

City paid: $50,000 Basic Life Insurance and $50,000 AD&D coverage.

Employee Voluntary: Supplemental Life/AD&D and Long-Term Disability coverage available at low premiums.

Deferred Comp

Employees are eligible with their first paycheck upon enrollment. No vesting requirements.

The City will match an employee’s monthly contribution up to 3.5% of the employee’s monthly base rate of pay. Three options include Baker Boyer Bank - BPAS, MissionSquare, or the Washington State Deferred Compensation Program (DCP). Employee contribution options for pre-tax and Roth.

Non-Represented employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. Rates effective as of 07/01/2025. (www.drs.wa.gov)

Floating Holiday Hours

On January 1, each employee shall be granted forty (40) floating holidays. Employees hired during the year shall receive a prorated floating holiday hour. Floating holidays must be used by year-end or will be forfeited.

Vacation Time

Employees will accrue vacation time based on years of service outlined on the schedule below. As of December 31st, no employee shall have an accumulated amount of vacation leave in excess of 240 hours. Employees may elect to cash out up to forty (40) hours of vacation time each year, provided the employee has taken forty (40) hours of vacation during the preceding calendar year.

Sick Leave

All full-time employees earn 8 hours of sick leave per month to a maximum accrual of 960 hours. The City also offers a Sick Leave Cash-out policy of 25% of hours over 960 at year-end, and a Sick Leave Conversion policy as outlined below.
