The City of Waco Seeks:
An experienced finance professional to become the next Infrastructure Services Finance Technician. You will assist the Administrative Services Manager with managing the Department’s financial operations. If you are a finance professional, this is the perfect role for you.
Minimum Qualifications:
Required:
- Bachelor’s Degree in Finance, Accounting, Business Administration or a related field and 3 years’ experience in governmental accounting and budgeting, or an equivalent combination of education and experience.
- Valid Texas Driver’s License
Preferred:
- Certified Public Accountant (CPA) license from Texas State Board of Public Accountancy
Position Description:
Under general supervision, assists the department in planning and directing financial operations and managing compliance with City and department policies and procedures; develops complex financial reports, analyzes, budgets, and assists with rate proposals.
Essential Functions:
- Assists the Administrative Services Manager with managing the Department’s financial operations and the timely and accurate analysis and reporting of financial and technical information.
- Prepares and presents budgets, financial forecasts and status reports; assures effective communication of financial issues.
- Prepares presentations on the status of annual and current budgets, CIP projects, and other financial analysis as directed.
- Using knowledge of City Finance policies and procedures, reviews and processes technical accounting documents, develops financial reports and forecasts, analyzes technical accounting information, and develops recommendations and summary reports.
- Prepares City Council agenda items and Council presentations for the department when requested.
- Oversees financial operations; assures the quality of the financial activities, services, and work products; develops work plans and ensures required deadlines are met.
- Performs a variety of technical accounting functions; evaluates and analyzes financial issues and policies and recommends solutions; coordinates work with other City departments and public agencies.
- Assists with organizing and managing financial activities and provides professional-level support in a variety of areas, including purchasing, receivables, payments, capital reporting, fiscal studies, rate proposals, City Council agenda items and a variety of general accounting functions.
- Identifies and prepares grant opportunities and applications for alternative funds for Capital Improvement Projects (CIP) and programs of interest to the Department.
- Performs other related duties as assigned.
- Coordinates purchasing activities in order to procure the most cost-effective supplies, materials, equipment, and services from qualified and responsive vendors; oversees the preparation and evaluation of bids, proposals, qualifications, and the selection of vendors.
- Prepares for posting requests for bids, proposals, and qualifications. Coordinates work with bidders, contractors, suppliers, and professional service providers; assists with the review, analysis, evaluation, and solicitation of bid responses, pricing, technical documentation, and contracts. Resolves problems encountered with vendors; tracks the status of purchase orders.
- Operates a personal or City vehicle to safely transport staff, equipment, and supplies between city offices and other locations in and around the city.
