This position will be responsible for understanding the department's data, providing detailed analysis and reports, preparing and presenting presentations, managing regulatory reports, managing projects such as monitoring of dairies or asset management system setup, and aiding leadership in drawing insight from the data, including creating dashboards, visualization, algorithms, and business tools for use across the department. This position will assist in planning and directing the department's strategic and long-range goals; conducting organizational reviews to identify strengths and weaknesses and to evaluate operational effectiveness; making recommendations based on emerging trends, regulatory trends or changes, internal business process improvement; and ensures compliance with state and federal regulations and City policies and goals.

Minimum Qualifications:
- Bachelor’s Degree in Business, Statistics, Finance, Computer Science, Analytics, or a related field and 3 years of directly related experience or an equivalent combination of education and experience.
- MBA, MS, or other graduate degree may be substituted for work experience.
- Valid Texas Driver’s License Upon Hire.

Essential Functions
- Gathers and evaluates complex data, develops and executes quantitative analyses, and cross-checks results to identify potential inconsistencies or limitations.
- Defines detailed functional requirements, process flow diagrams, and business cases, including gap and impact analysis.
- Establishes and supports business activities related to reporting, including audit planning cycle and metrics.
- Creates interactive dashboards, visualization, and business tools for use across the organization.
- Reviews effective planning, staff management, and resource allocations; establishes performance metrics and reporting to ensure operating efficiencies are achieved.
- Provides analysis in areas such as Key Performance Indicator performance targets & goals, resource allocation, and customer services.
- Manages contracts and provides analysis, including overall trends.
- Identifies data sources that will support reporting requirements and manages integration workflows to source, transform, and load data into consumable datasets for reporting and analysis.
- Implements data quality processes to ensure the integrity and accuracy of data sources and reports by leveraging automation and monitoring capabilities to identify anomalies proactively.
- Assists members of the City and other stakeholders with ad-hoc and self-service reporting capabilities.
- Manages/assists with managing regulatory, asset, and/or other projects.
- Summarizes insights from analysis, clearly communicates analytical findings in a cohesive story, and articulates an argument to upper management.
- Identifies, communicates, and executes new opportunities related to the department's business functions.
- Reviews and assists with developing departmental policies and procedures and short and long-term objectives.
- Performs mathematical calculations, statistical computations, and financial and cost analysis.
- Comprehends and makes inferences from written material to forecast and evaluate.
- Shall be required to respond after-hours, including holidays and weekends, in the event of a departmental or City-wide need.
- Performs other related duties as assigned.
