The City of Virginia Beach is seeking a dynamic and experienced Employee Relations (ER) Human Resources (HR) Business Partner to join our HR team. This position involves all things related to discipline, performance management, policy, case management, and coaching. In this role, you will be responsible for managing ER activities within your assigned departments, providing guidance, technical expertise, and support to employees and managers, ensuring compliance with employment laws and regulations, conducting workplace investigations, and updating HR policies. The ideal candidate will possess an HR certification and a bachelor's degree or higher in Human Resources or a related field. Candidates should have experience in Employee Relations as a Human Resources Business Partner or Analyst, with a demonstrated ability to coach and advise managers and employees on human resources policies, procedures, and employee relations matters. Experience in public sector human resources and developing and delivering employee relations training is highly desirable. The successful candidate will have extensive knowledge of and experience applying state and federal labor and employment laws, including EEO, ADA, and other applicable employment laws. Additionally, candidates should have experience conducting workplace investigations, writing investigative reports, resolving workplace conflicts, and effectively interacting with diverse populations on complex employee relations issues.
The position may be classified as a Human Resource Business Partner I or Human Resource Business Partner II depending on the qualifications of the selected candidate.

- Human Resource Business Partner II- A12 $63,190.40 - $98,467.20
Duties will include, but not be limited to:
- Serve as a primary point of contact for ER matters, including performance management, disciplinary actions, and policy interpretation.
- Conduct workplace investigations and draft comprehensive investigative reports.
- Provide coaching and guidance to managers on effective employee management practices, including performance improvement plans and corrective actions.
- Recommend appropriate courses of action to resolve conflicts and issues effectively.
- Collaborate with the HR team to design and deliver training programs on ER topics.
- Lead and coordinate various projects and programs within the ER division.
- Research, analyze, and develop statistical and narrative reports, offering recommendations on HR-related issues to support informed decision-making and accountability.
- Ensure compliance with federal, state, and local employment laws and regulations, including EEO, ADA, FMLA, and other relevant legislation.
