Plans, organizes, and supervises the functions of the Transit Department Fixed and Paratransit operations, equipment, vehicle maintenance and procurement, assist with financial planning, and grant administration, and contractual compliance for all department contracts.
- Exercise independent judgment and discretion to manage and direct employees; formulate administrative polices for the effective use of staff.
- Assist with managing and direct the development, implementation and evaluation of plans, policies and procedures relating to public transit, paratransit, and equipment maintenance activities to achieve annual goals, objectives, and regulation compliance.
- Assist with the reviewing of routes, schedules, fares to ensure that City services meet the transit needs of citizens in the most cost efficient manner.
- Assists with the research and oversee the design and production of schedules, brochures, system maps, and other printed materials.
- Assist with the planning, organization, and direct contract monitoring of paratransit contract both by reviewing records as well as on-site documentation visits.
- Oversee the departmental budget financial planning, and grants administration. Help identify and secure revenue sources through grant applications and acts to ensure the City's eligibility for and receipt of local, state, and federal funding support.
- Assist with the evaluation and analysis on legislation affecting transportation funding and regulatory compliance.
- Assist with the planning, organizing, and evaluating the performance of managers and their assigned staff.
- Work directly with supervisors to develop and retain highly competent staff by assisting with the selection, training, and management practices that support the City's mission and values.
- Assist with staff meetings for purposes of implementing the department's programs and staff development.
- Assist with the relationship development with other City departments, boards and/or commissions, and public and private agencies.
- Participate in transit/transportation industry organizations on internal and external committees, boards, and task forces, as appropriate.
- Review reports and other documents submitted by subordinates for completeness and accuracy.
- Assist with the research so to help present written or oral reports including data and recommendations; make effective presentations to boards, commissions, public groups and/or city council.
- Assist with the preparation and presentation of City Council agenda items, staff reports and other necessary correspondence.
- Assist with the coordination and management of the Train Museum agreement.
- Respond to inquiries and requests for information; resolve service issues and complaints.
- Must be able to operate personal computer, telephones, copier, fax, route management software, word processing, presentation software, spreadsheets, and database software.
- Must have good public speaking skills. Must be self -motivated with excellent organizational and interpersonal skills.
- Must be able to lift up to 10-pounds, occasionally. Must be able to work, frequently, under time constraints.
- Other duties as assigned.
Education and Experience: A Bachelor’s degree with major coursework in public or business administration, transit or transportation management, or a related field. Must possess advanced reading, math, and writing skills. One (1) to three (3) years of progressively responsible, professional public sector experience including one (1) year in a supervisory capacity or experience. Knowledge of state, local, and federal laws, regulations and guidelines pertaining to public transit safety operations, claims and grant allocations are preferred. Must possess a valid Class "C" Driver's License and excellent driving record.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an associate degree, and eight years of relevant experience will be considered in place of a bachelor’s degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
