The City of Tumwater is seeking a Field Crew Lead to support the Sanitary Sewer Crew within the Water Resources and Sustainability Department – Operations Division.
This working lead role provides direction and oversight to the crew while continuing to perform skilled fieldwork. The position plays a key part in coordinating daily assignments, ensuring safe and efficient operations, and maintaining the City’s sanitary sewer collection systems and related infrastructure.

- Supervises and performs various unskilled, semi-skilled, and skilled maintenance tasks at the worksite.
- Assigns, evaluates and trains/coaches crew and member performance on tasks and projects to ensure quality, efficiency, and safety standards are maintained Provides guidance or training to crewmembers as needed.
- Assists in budget request, decision making, goal setting, scheduling and problem solving.
- Responsible for developing, implementing and tracking Asset Management programs, related maintenance schedules and costs.
- Provides support and input related to projected project/maintenance program costs for budget development.
- Installs, repairs, maintains, and tests pipes and appurtenances for water distribution, sewer and stormwater collection, and storm water treatment using a variety of hand or specialty tools and heavy equipment. Updates utility maps and field books.
- Review and comment on development and construction plans and projects.
- Administers assigned portion of the Division’s safety program such as Confined Space, AC Pipe, Personal Protective Equipment, Lockout/Tagout, Trenching and Shoring, or Work Zone Safety.
- May perform the most skilled tasks in the assigned work area such as: heavy equipment operation, and drinking water or collection system maintenance and repair.
- Coordinate projects and activities with other City departments, Operations crews, contractors, and other public agencies.
- Maintains tactful and polite contact with the public regarding repair and maintenance projects and while responding to customer complaints and requests for assistance.
- Maintains a variety of records (handwritten and electronic) relating to maintenance activities, inspections, construction, repairs, and other areas.
- Performs duties in accordance with appropriate safety standards as outlined in the Accident Prevention Plan or other position specific safety responsibilities.
- Responds to complaints and service requests, evaluates situations and explains findings to Manager.
- Performs and supervises crews to perform required labor involved in construction and maintenance projects.
- Punctuality and regular attendance are essential to ensure optimal productivity and customer service.
In addition to the above essential job duties, employees assigned to the following areas have more specialized duties described as follows:
Sanitary Sewer Crew: Oversees and assists in the installation, repair, maintenance, and replacement of the various components of the public sewer collection system including, but not limited to: Sewer gravity and force mains, side sewer lines, manhole structures, emergency generators, grinder pump and lift station facilities, valves, and other sewer infrastructure. Assists with utility locates for both City and developer/builder use. Knowledge, Skills, and Abilities:
- Extensive knowledge of the care, maintenance, and safe operation of assigned equipment
- Knowledge of the occupational hazards and safety precautions applicable to the work
- Knowledge of the operating policies and practices of the Operations Division.
- Thorough knowledge of the methods, materials, and techniques used in the repair, maintenance, construction, and care of water and sewer systems, streets, snow and ice control, facilities, and projects required by the position.
- Thorough knowledge of the location and components of the City's infrastructure.
- Operate equipment skillfully, safely and in conformance with applicable laws and regulations
- Ability to detect needed repairs and make adjustments or repairs to equipment
- Ability to properly maintain lawns, trees, plants, irrigation, facilities and buildings.
- Ability to establish and maintain effective supervisory relations with other employees and the public
- Ability to understand and carry out oral and written instructions
- Ability to work independently in the performance or regularly assigned duties.
- Ability to organize, demonstrate and inspect the work of others

- Ability to communicate tactfully with the general public regarding various aspects of the assigned work.
- May assist in the hiring process. Serves as a member of various employee committees as assigned. Assists with the on-call program. Performs duties of a similar or lesser complexity in any City department, as needed.
Training/Licenses/Certifications: Must be able to possess or have the ability to obtain and retain a Washington State Class A Commercial Driver's License with tanker and airbrake endorsement. A Flagger Certification and a Confined Space Entrant/Attendant certification. The required license must be obtained within 6 months of employment.

Upon date of hire, incumbent in the Field Crew Lead class should possess all certifications required in the Maintenance Technician I, II, and III for the specified crew, plus the following certifications for their respective crew or have worked in a similar career track:
Sewer: WW Collections Personnel Association (WWCPA) Sewer Collection System Certification III; Fats, Oil and Grease (FOG) Inspector; Lift Station Specialist; SCADA training; Certified Erosion & Sediment Control Lead; Supervisory competency skills; APWA PW Professional-Supervision;
APWA Certified Public Infrastructure Inspector

Supplemental Information
Contacts: Field Crew Lead has daily contact with other crew members for the purpose of work coordination. City crews often work in highly visible locations and may be required to respond to questions from interested citizens. It is important for all employees to respond to citizens with tact and patience. If questions cannot be answered on-site, the worker is responsible for referring the citizen to the Utility Operations/Transportation Operations Manager or other Department staff for assistance.
Supervision: The position provides supervision to assigned crew, including prioritization, administrative work, and the assignment of tasks to maintain all assigned infrastructure maintenance programs and projects.
Work is performed under the direction of the Utility Operations Manager, Assistant Utility Operations Manager or respective Director who schedules and directs projects and is available to provide technical advice on difficult or unusual problems.
Accountability: The Field Crew Lead is accountable for performing assigned tasks in a quality, timely, and efficient manner.
Working Conditions: Positions in this class perform work primarily in a field/shop environment which can be noisy and exposed to odors or fumes. The work requires long periods of use of hand and power tools; extended periods of concentration, frequent bending, applying arm leverage, stooping, reaching, and lifting. Unanticipated equipment failures may require repairs be made in the field in all weather conditions. Routine office work is also required.
Physical Requirements: Work is often performed in a field setting. Specific physical requirements and typical working conditions for this position are on file in the Administrative Services Department.
